This is a combined synopsis/solicitation for commercial services to perform cleaning and sanitizing of Sanitary Tank #2, with options for Tanks #1 and #3, aboard a US Submarine at Naval Base Point Loma (NBPL), San Diego, CA. This announcement constitutes the only solicitation; proposals are requested, and a written solicitation will not be issued.

• Contractor is responsible for providing all equipment, utilities, and services for tank cleaning, except for fresh water, compressed air, electrical power, and rigging services/equipment provided by the Government.

• Cleaning process to be determined by the Contractor and submitted for approval.

• Tanks must be cleaned to Society for Protective Coatings Surface Preparation Standard No. 1 (SSPC-SP 1) using non-petroleum based solvents/cleaners.

• Specific cleaning requirements for each tank, including removal of calcium buildup, epoxy paint, grease, and grease film.

• Sanitization/disinfection of tanks using specified amounts of liquid sodium hypochlorite.

• Bacteriological testing of washwater runoff for E.COLI and Enterococci.

• Removal of anodes if present.

• Obtaining Marine Chemist certification for tank atmospheres and providing ventilation.
