This solicitation is for Design-Build Construction Services for the U.S. Embassy Santiago, Chile Compound Security Upgrade project. The Department of State (DOS) seeks to commission constructors for facilities of outstanding quality and value. This acquisition is conducted under full and open competition, subject to the Omnibus Diplomatic Security and Antiterrorism Act of 1986, as amended.

The project involves a Compound Security Upgrade, Support Annex, and Demarcation Building. Key tasks include demolition of select existing facilities, upgrades to the perimeter wall, improvements to the Internet Protocol Closed Circuit Television (IPCCTV) and associated Technical Security (TSS) Upgrades. New construction includes Main Compound Access Control (MCAC), Consular Compound Access Control (CCAC), Service Compound Access Control (SCAC) facilities, a new Support Annex (SPX) with an integrated Compound Emergency Sanctuary (CES), and new Demarcation (Demarc) Building(s).

This is a Design-Build contract. The selected contractor will be responsible for developing bridging documents to 100% final design and completing all construction work.

This solicitation is a two-phase process:

• Phase I – Minimum Mandatory Requirements (MMRs): Offerors must submit proposals addressing specific criteria for eligibility determination. Only eligible or conditionally eligible offerors will proceed to Phase II.
• Phase II – Site Visit and Request for Proposals: Eligible offerors will be invited to a site visit and will submit technical and pricing proposals.

Key Deadlines:

• Phase I Proposal Submission Deadline: May 9, 2026, 3:00 P.M. Eastern Time.
• Requests for Clarification Deadline: April 16, 2026, 2:00 P.M. Eastern Daylight Time.

Evaluation: Phase I is a pass/fail evaluation based on MMRs. Phase II proposals will include technical and pricing aspects.

• U.S. Person Requirement: Firms must be "United States Persons" or "United States Joint Venture Persons" as defined by the Omnibus Act. To meet MMR #1, offerors must demonstrate completion of a construction contract or subcontract of at least $33.4 million (inflation-adjusted) involving similar work.

• Security Clearance: Offerors must possess or be able to obtain a Defense Counterintelligence and Security Agency (DCSA) Secret facility security clearance (FCL) with Secret safeguarding capability. Foreign firms are not eligible. Certain countries are also ineligible.

• SAM.gov Registration: Offerors must have an active SAM.gov registration at the time of Phase I proposal submission.

• Electronic submissions are accepted via email or Google Drive sharing to specified FAN addresses.

• Offerors are advised that the government will not pay for information submitted in response to this announcement or costs incurred in proposal development.

• Certification 6: For joint ventures, requires details on U.S. person ownership (at least 51% of assets) and co-venturer information.
• Signatures: The document must be signed by an authorized representative, attesting to the accuracy of the information provided.

This form is critical for determining bidder eligibility. Failure to accurately complete and submit all required certifications and documentation may lead to disqualification. Bidders must carefully review each certification and provide the necessary supporting documentation (Tabs A, B, C) as instructed to demonstrate compliance with the requirements of Public Law 99-399.

• The selected contractor will be responsible for developing bridging documents to 100% final design and completing all construction work.

• Design services may include: architecture, civil, structural, geotechnical, seismic, blast, mechanical, electrical, telecommunication, fire protection, sustainable design, energy conservation, space planning, interior design, signage, physical and technical security, vertical transportation, lighting design, landscape design, cost estimating, and value engineering.

• This is a Design-Build contract.

• The resulting contract will be "firm fixed-price."

• Estimated Design/Build Construction Cost: $44-$65 million

• The solicitation will consist of two phases:

  • Phase I: Minimum Mandatory Requirements (MMRs) for eligibility determination.
  • Phase II: Request for Proposals (Technical and Price) from eligible or conditionally eligible offerors.

• Offerors must be registered in SAM.gov at the time of Phase I proposal submission.

• A pre-proposal conference and site visit are anticipated within 10-15 days after the issuance of the Phase II RFP.

• Full and open competition.

• Offerors must meet all Phase I minimum mandatory requirements to be eligible for Phase II and award.

• Foreign firms are not eligible for Facility Clearances (FCLs).

• Only U.S. firms organized and operating in the U.S. or Puerto Rico, or a U.S. possession or trust territory, are eligible for facility clearances.

• The successful offeror must possess, or be eligible to obtain, a Defense Counterintelligence and Security Agency (DCSA) Top-Secret Facility Clearance (FCL).

• This is a Pre-Solicitation Notice; interested companies do NOT need to submit documentation at this time.

• The solicitation for Phase I – Minimum Mandatory Requirements, is planned for release on SAM.gov on/about April 10, 2026.
