Eligibility & Evaluation

This is a two-phase acquisition process:

  • Phase I – Minimum Mandatory Requirements (MMRs): Offerors must submit proposals addressing specific criteria for eligibility determination. This phase is pass/fail. Key MMRs include:
    • U.S. Person Requirement: Firms must be "United States Persons" or "United States Joint Venture Persons" as defined by the Omnibus Diplomatic Security and Antiterrorism Act of 1986. This requires demonstrating completion of a construction contract or subcontract of at least $33.4 million (inflation-adjusted) involving similar work.
    • Security Clearance: Offerors must possess or be able to obtain a Defense Counterintelligence and Security Agency (DCSA) Secret facility security clearance (FCL) with Secret safeguarding capability. Foreign firms are not eligible.
