Quick Summary

The Department of the Interior, National Park Service (NPS), through its NER Services MABO office, is soliciting proposals for the manufacture and delivery of two (2) reproduction light 6-pounder cannon carriages for the Saratoga National Historical Park. This Total Small Business Set-Aside opportunity aims to replace deteriorated carriages exposed to year-round weather on the battlefield. Proposals are due by April 24, 2026, at 10:00 AM EDT.

Scope of Work

The contractor will construct two complete, historically accurate reproduction light 6-pounder travelling cannon carriages, modeled after the "Muller" pattern based on John Muller's "A Treatise of Artillery" and SNHP archival schematics. Key requirements include:

  • Materials: White oak for wood components (non-gloss preservation treatment) and iron or steel for metal components (white rust-inhibiting primer, two coats semi-gloss black rust-inhibitive paint). Stainless steel fasteners for small hardware.
  • Fabrication: Requires lumber milling to proper thickness and fabrication of metal hardware. Axles must be metal and paintable.
  • Historical Accuracy: Carriages must conform to the "Muller" pattern, with dimensions within 5% of stated measurements.
  • Site Visit: Mandatory initial site visit to measure existing cannon barrels and replica carriages, and obtain archival drawings.
  • Delivery & Fitting: Deliver completed carriages to SARA (648 Rte. 32, Stillwater, NY 12170) and ensure correct fitting of SNHP-provided replica cannon barrels.
  • Storage Boxes: Wooden storage boxes with metal-reinforced corners are required to be mounted onto the carriages.
  • Project Management: Provide all necessary labor, tools, equipment, shipping, transport, and insurance.
  • Period of Performance: 275 calendar days (approximately 9 months) from the date of award. Manufacturing will be off-site.
