Statement of Work (SOW)

To provide managed teleport services for the distribution of Voice of America (VOA) Persian TV (HD) content via the TurkmenÄlem/MonacoSat at 52° East orbital location. This service will support USAGM's distribution hubs, news bureaus, and international audiences.

• Maintain a digital broadcast and digital radio distribution infrastructure.

• Provide channelized satellite transponder multiplexing (Mux) capacity on TurkmenÄlem/MonacoSat (52.0° East) for approximately 6.50 Mb/s of program content (VOA Persian TV HD).

• Employ trained technicians for 24/7/365 signal monitoring, troubleshooting, and resolution of anomalies.

• Provide a fully managed and maintained Direct Internet Access (DIA) network connection (minimum 13.0 Mb/s) from USAGM's Headquarters in Washington, D.C. to the Contractor's Point of Presence (POP).

• Configure DIA network for Error Correction Protocol (e.g., Zixi, SRT).

• Provide 24/7/365 signal monitoring of USAGM's contribution feed and satellite downlink.

• Offer the ability to provide additional capacity on TurkmenÄlem/MonacoSat or other satellites upon contract modification.

• Define response times for service calls, trouble ticket processing, and outage reporting.

• Provide discrepancy reports to USAGM Program Manager (PM) and Contracting Officer's Representatives (CORs).

• Notify USAGM PM and CORs of system maintenance outages at least 48 hours in advance.

• Host monthly meetings to discuss operational concerns and provide network availability, outage, and discrepancy reports.

• Period of Performance: To Be Determined.

• Place of Performance: Initially at the Contractor's designated uplink teleport for TurkmenÄlem/MonacoSat at 52° East.

• Contractor shall provide necessary hardware/software for error-protected transmission, operating systems, and software licenses.

• Contractor shall provide a 13.0 Mb/s DIA circuit from its POP to its uplink teleport.

• Contractor shall provide key personnel contact information (Account Manager, Account Engineer, Project Manager, IT Manager, Teleport Station Manager).

• Contractor shall provide a detailed escalation plan.

• All equipment purchased by the Contractor on behalf of USAGM becomes USAGM property.

• USAGM is responsible for providing correct signal format at encoder output and for network configuration (routing, firewall, etc.) for remote devices.

• Outage Reports (within 12 hours of outage).

• Escalation Plan (as changes occur).

• Key Personnel Information (as changes occur).

• Ongoing technical advice (as required).

This document is a Sources Sought Notice issued by the U.S. Agency for Global Media (USAGM) for market research purposes. It seeks preliminary information from capable and reliable sources interested in providing satellite capacity and managed teleport services. The services are intended to support the distribution of VOA Persian TV (HD) on TurkmenÄlem/MonacoSat (East Beam) from the 52° East orbital location, originating from USAGM headquarters in Washington, D.C., and its Data Center in Ashburn, VA.

This notice is not a solicitation or request for proposal. Interested offerors are encouraged to submit a Statement of Capability (SOC) to help USAGM gauge potential qualified vendors. The SOC should include:

• At least two relevant contracts (prime or subcontractor) with contact information.
• A statement of the firm's ability to execute projects in the Middle East.
• Years of company experience maintaining similar satellite broadcast services in the Middle East.
• Company Business Size and Status, Unique Entity ID, CAGE Code, and NAICS code(s).

Industry is also invited to provide technical comments or recommendations on elements of the draft SOW to improve proposal submissions and efficiency.
