Scope of Work

USAGM seeks services including:

  • Channelized satellite transponder multiplexing (Mux) capacity on TurkmenÄlem/MonacoSat (52.0° East) for approximately 6.50 Mb/s of VOA Persian TV HD content.
  • 24/7/365 signal monitoring, troubleshooting, and anomaly resolution by trained technicians.
  • A fully managed and maintained Direct Internet Access (DIA) network connection (minimum 13.0 Mb/s) from USAGM HQ to the Contractor's Point of Presence (POP), configured for Error Correction Protocol (e.g., Zixi, SRT).
  • The ability to provide additional capacity on TurkmenÄlem/MonacoSat or other satellites upon contract modification.
  • Performance standards include defined response times for service calls, discrepancy reporting, and 48-hour advance notice for system maintenance. The period of performance is To Be Determined, with initial performance at the Contractor's designated uplink teleport for TurkmenÄlem/MonacoSat at 52° East.

Submission Requirements

Interested offerors should submit a Statement of Capability (SOC) that includes:

  • At least two relevant contracts (prime or subcontractor) with contact information.
  • A statement of the firm's ability to execute projects in the Middle East.
  • Years of company experience maintaining similar satellite broadcast services in the Middle East.
  • Company Business Size and Status, Unique Entity ID, CAGE Code, and NAICS code(s). Industry is also invited to provide technical comments or recommendations on elements of the draft Statement of Work (SOW) to improve proposal submissions and efficiency.
