This document is a solicitation for the procurement of specific FLIR brand name components to support the Weapons Impact Scoring Set (WISS) program. These components are required as spares for the sustainment of the existing WISS equipment installed for a Foreign Military Sales (FMS) customer in Saudi Arabia.

• The contractor shall provide the following Brand Name (FLIR) supplies:

  • 3 units of FLIR D300E-SERIES, EX PAN-TILT, TOPBRACKET, PL02 WIRING (Part number: D300E-UD-SE-000-SS)
  • 6 units of D300 HEAVY-DUTY PAYLOAD BRACKET SIDE MOUNT (Part number: D300-BKT-HDS)

• Offerors must be an Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller for the proposed supplies.

• Proof of authorization from the OEM is required at the time of offer submission.

• Supplies must be packaged in accordance with ASTM-D-3951-18, Standard Practice for Commercial Packing.

• Marking and packing lists must comply with ASTM-D-3951-18.

• Prohibited packing materials include asbestos, excelsior, newspaper, shredded paper, and loose-fill polystyrene.

• Pricing Arrangement: Firm Fixed Price for all items.

• Delivery Date: On or Before 24 Aug 2026 for both line items.

• Inspection and Acceptance Location: Both Destination at Naval Surface Warfare Center, Corona Division, Norco, CA.

• F.o.b. Destination.

• Method of Award: Lowest Price Technically Acceptable (LPTA).

• Award will be made to an offeror whose quote fully complies with solicitation terms and conditions, and whose price is determined fair and reasonable.

• Offers submitted on an F.O.B. basis other than specified in Section F will be rejected as unacceptable.

• Payment requests and receiving reports must be submitted electronically via Wide Area WorkFlow (WAWF).

• Not explicitly stated, but offerors must be authorized resellers/OEMs.

• The document includes various FAR and DFARS clauses related to contract administration, payment, unique item identification, representations and certifications, and duty-free entry.

Justification for Other Than Full and Open Competition

This document justifies the use of other than full and open competition for the procurement of specific supplies.

• FLIR D300E-SERIES, EX PAN-TILT, TOPBRACKET, PL02 WIRING (3 units)

• D300 HEAVY-DUTY PAYLOAD BRACKET SIDE MOUNT (6 units)

• FAR 13.106-1(b)(ii) - Particular brand-name item

• FAR 8.405-6(a)(i)(1)(B) - Only one source is capable of providing unique or highly specialized supplies/services.

• FAR 8.405-6(a)(i)(1)(C) - Logical follow-on to an original Federal Supply Schedule order.

• FAR 8.405-6(b) - Items peculiar to one manufacturer (brand-name item).

• FAR 16.505(b)(2)(i)(B) - Only one awardee is capable of providing unique or highly specialized supplies/services.

• FAR 16.505(b)(2)(i)(C) - Logical follow-on to an order already issued.

• FAR 16.505(b)(2)(i)(D) - Necessary to satisfy a minimum guarantee.

• FAR 16.505(b)(2)(i)(F) - Set aside for small business concerns (if applicable).

• FAR 16.505(b)(2)(i)(G) - Exceptions permitting other than full and open competition for DoD, NASA, Coast Guard.

• The items must be compatible in all aspects (form, fit, and function) with existing systems.

• Substantial duplication of cost to the Government that is not expected to be recovered through competition.

NSWC Corona has no plans at this time to compete future contracts for these supplies/services. They will assess future competition feasibility if another potential source emerges.
