Quick Summary
The Air Force Test Center (AFTC) at Edwards Air Force Base, CA, has issued a Request for Information (RFI) for an SBC Network Solution. This RFI seeks market research on available and mature information system network or on-premises network solutions that include comprehensive life-cycle support. The AFTC intends to acquire such a solution as Government-Furnished Equipment (GFE) for small business contractors supporting its service and R&D efforts. The primary goal is to ensure all Controlled Unclassified Information (CUI) resides on a government-owned platform, thereby relieving small business contractors from CMMC Level 2 assessment requirements. Responses are due April 30, 2026.
Scope of Work
The AFTC is seeking solutions comparable to the federal NIPRnet, offering flexibility for diverse small business contractor needs. Key requirements include:
- Comprehensive life-cycle support (hardware, firmware, software, provisioning, training, help-desk support, monitoring, governance).
- Compliance with NIST SP 800-53 and all other government network requirements.
- Capability to protect ITAR and EAR data.
- Qualification for a DoD Authority to Operate (ATO).
- Scalability from a pilot program to tens of thousands of users.
- Ability to be acquired by the government in its entirety.
- Maintaining AFTC control over all CUI, whether government-provided or contractor-generated.
