This RFI response document is critical for potential bidders. It outlines the specific technical, compliance, and business information the government requires to understand and evaluate proposed solutions. Vendors must carefully address each question to demonstrate their capability and suitability for the opportunity, particularly concerning security, scalability, small business engagement, and data protection.

Request for Information (RFI)

This RFI seeks market research on available and mature information system network or on-premise network solutions with comprehensive life-cycle support. The Air Force Test Center (AFTC) intends to acquire such a solution to issue as Government-Furnished Equipment (GFE) to small business contractors supporting AFTC's service and R&D efforts. The primary goal is to maintain AFTC control over all Controlled Unclassified Information (CUI), whether government-provided or contractor-generated, by housing it on a government-owned platform. This approach aims to relieve small business contractors from CMMC Level 2 assessments as CUI would reside on a government network.

Potential solutions should be:

• Scalable from a pilot program to tens of thousands of contractors.
• Acquirable by the government in its entirety.
• Capable of containing both contractor-generated and government-provided CUI.
• Compliant with NIST SP 800-53 and other government network requirements to achieve a DoD Authority to Operate (ATO).
• A stand-alone, comprehensive solution including life-cycle services (personnel, hardware, firmware, software), training, governance, helpdesk, and monitoring.
• Able to adapt to AFTC contractor needs and remain compliant with AF IT acquisition requirements.
• Capable of protecting ITAR and EAR data.

Interested parties should submit a capability statement demonstrating their experience meeting the Solution Requirements. This is not a proposal. Responses should be provided by completing Column B of an attached spreadsheet, detailing how the solution meets the requirements. Proprietary information or large files can be submitted via a DoD SAFE link upon request.

• An Industry Day may be held virtually, pending review of RFI responses. Date TBD.
