Statement of Work (SOW)

To provide services for profiling, manifesting, transportation, and disposal of hazardous and non-hazardous waste generated at the Maritime Administration, Suisun Bay Reserve Fleet (SBRF) in Benicia, CA.

• The contractor will provide services for various waste streams, including but not limited to:

  • Used Fuel Hoses / Transfer Hoses
  • Used Antifreeze
  • Used Hydraulic Oil
  • Used Lube Oil
  • Diesel Fuel
  • Diesel/Lube Oil Filters
  • Oiled Absorbent Pads/Rags (Non-RCRA)
  • Oily Waste Water
  • Waste Paint, Sealant, Coatings, and Paint-related Materials
  • Aerosol Can Waste (Paint and Solvents)
  • Lead Based Paint Chips (RCRA)
  • Empty Replacement Drums

• The contractor must review SBRF laboratory analysis, profile hazardous waste, prepare hazardous waste manifests, provide accompanying documentation (e.g., Land Disposal Restriction Forms), and provide appropriate Department of Transportation (DOT) labeling.

• The contractor is responsible for transporting waste to recycling or disposal facilities and forwarding documentation to the Contracting Officer's Representative (COR).

• SBRF will provide laboratory analysis, appropriate packaging and labeling, and forklift services for loading.

• Sustainable acquisition requirements apply, prioritizing energy-efficient, water-efficient, biobased, and environmentally preferable products.

• Contractor must adhere to DOT regulations for hazardous material transport.

• Location: Suisun Bay Reserve Fleet, 2595 Lake Herman Road, Benicia, CA 94510.

• Hours of Operation for pick-up/delivery: Monday – Friday, 07:00-17:30, excluding Federally-observed Holidays.

• Period of Performance: One-year base period plus four (4) one-year option periods, with an option to extend services for an additional six (6) months.

• Contractor must possess specific permits and licenses, including:

  • General Engineering Contractors Class A License Hazardous Substance Removal Certificate.
  • Hazardous Waste Transporter Registration.
  • Motor Carrier Permit.
  • Hazardous Materials Transportation License.

• Qualified drivers must have an endorsement to haul hazardous waste.
