This is a solicitation for a small business set-aside for a Firm Fixed Price contract to provide all tools, labor, and materials for structural repair of storm-damaged catwalk pilings at Bears Bluff National Fish Hatchery. The magnitude of construction is less than $25,000.

• Conduct structural repair of storm-damaged catwalk pilings.

• The project requires adherence to the attached Statement of Work (SOW).

• Davis Bacon wage rates are applicable.

• Site work hours are 7:30 am - 4:00 pm Eastern Time.

• Contract Type: Firm Fixed Price

• Period of Performance: 21 calendar days after notice to proceed.

• Estimated Value: Less than $25,000.

• Bonds: An insurance certificate is required. A payment bond is required for awards over $35,000. Payment and performance bonds are required for awards over $150,000.

• Proposal Due Date: 05/25/2026 at 12:00 pm EST.

• Proposal Acceptance Period: 60 days.

• Site Visit: Scheduled for 05/06/2026 at 10:00 EST. RSVP required 24 hours prior.

• Questions Due: 05/13/2026 at 12:00 pm EST.

Statement of Work (SOW)

To conduct structural repair of storm-damaged marine catwalk pilings at the Bears Bluff National Fish Hatchery.

• Install ten new marine-grade treated pilings alongside existing damaged pilings in a "sistered" arrangement on two catwalks.

• Pilings to be replaced will be marked by station management.

• Bidder must determine the required length for each piling, ensuring a minimum of 10-ft ground penetration. The distance from the ground to the top of existing pilings ranges from approximately 14 to 16 feet.

• All existing pilings are to remain in place.

• Install ten 12-inch butt 2.5 CCA (Chromated Copper Arsenate) marine-grade treated pilings.

• If any part of the dock (framing, railings, decking, etc.) needs to be removed to drive the new pilings, the contractor is responsible for its removal and replacement.

• The contractor is responsible for any damage to existing materials that are to remain in place or be reinstalled. Materials to be reinstalled must be approved by station management.

• Connect new pilings to existing ones using SAE 316 stainless steel grade hardware and sixteen new 3" x 8" 0.60 CCA header boards.

• Use 5/8" all-thread rods for connections. All stainless hardware must be SAE 316 grade or higher.

• Each set of eight pilings requires a minimum of two header boards, two threaded rods, four flat washers, four lock washers, and four nuts.

• All work must comply with applicable local, state, and federal code requirements.

• Haul off and dispose of any resulting trash.

• Site location: USFWS, Bears Bluff National Fish Hatchery, 7030 Bears Bluff Rd, Wadmalaw Island, South Carolina, 29487.

• Prospective contractors are responsible for recording measurements and photos during a site visit to develop an accurate bid.

• Any recommended deviations from the SOW must be submitted in the quote to the Contracting Officer.

• Contractor, subcontractors, and employees must comply with all station rules and regulations, including restrictions on fishing and swimming. Weekend work is not permitted unless scheduled in advance.
