This is a solicitation for a small business set-aside for a Firm Fixed Price contract to replace the existing Waccamaw National Wildlife Refuge Hasty Point Rice Trunk & Levee Project. The estimated magnitude of construction is between $100,000 and $250,000.

Statement of Work (SOW) / Performance Work Statement (PWS)

To repair damages to the dikes around a 43-acre waterfowl impoundment at Hasty Point Plantation, which have been caused by repeated flooding and hurricanes.

• Replace 2 rice trunks and 1 spillway box.

• Add dirt to the top of all dikes surrounding the impoundment.

• Replace rotten/broken boards and backfill around bulkheads.

• Repair 4 tractor bridges.

• Mechanically remove invasive plant species from the canals within the impoundment.

• Clean out vegetation and sediment from the outfall ditches of 4 water control structures.

• Add 24 inches of new dirt across the top of 7200 linear feet of dikes (average width 16ft).

• Mechanically remove vegetation from 8800 linear feet of interior canals (width 45-65ft).

• Bulkhead construction requires Class I, non-woven geotextile, 12" overlap, securely tacked, with pilings driven to refusal every 5ft.

• Sloppy-vee tongue and groove boards for bulkhead sheeting.

• All labor needs to be guaranteed for at least 2 years.

• Contractor responsible for removing old structures, scrap, materials, and trash.

• Barge landings must be restored to original state.

• Work cannot begin before February 9th, 2025 and must be completed within 120 days.

• Access to the site is available Monday – Sunday, 6:00 a.m. to 6:00 p.m.

• Contractor is responsible for bringing all materials and equipment, including using a barge for transport.

• Rice trunks, spillway box, and bulkhead materials will be provided by the refuge and moved via barge.

• A pre-quote meeting is scheduled before the quote deadline at Hasty Point Plantation.
