Statement of Work (SOW) / Performance Work Statement (PWS)

To repair damages to the dikes around a 43-acre waterfowl impoundment at Hasty Point Plantation, which has been affected by repeated flooding and hurricanes.

• Dike Repair: Add 24 inches of new dirt to the top of 7200 linear feet of dikes (average width 16ft).

• Bulkhead Repair/Replacement: Repair or replace rotten/broken boards and backfill around bulkheads.

• Rice Trunk Replacement: Replace two existing rice trunks (one in the northwest corner, one in the southwest corner) with new 32ft trunks. The top of the trunk box must be placed 12-18" below the field bed. Construct new 20ft bulkheads on the inside and outside of the impoundment for Rice Trunk #1.

• Spillway Box Replacement: Replace the old spillway box at the east end of the center dike with a new 32ft spillway box.

• Tractor Bridge Repair/Construction: Repair three existing tractor bridges (realign support pilings, replace decking) and construct one new tractor bridge.

• Canal Vegetation Removal: Mechanically remove invasive plant species from 8800 linear feet of interior canals (width 45-65ft).

• Ditch Cleaning: Clean out vegetation and sediment around and in the outfall ditches of 4 water control structures.

• Site Restoration: Remove old equipment, trunks, spillway box, scrap, materials, and trash. Restore barge landings and accesses to their original state.

• All labor needs to be guaranteed for at least 2 years.

• Barge landings and accesses must be restored to their original state.

• Worksite Address: 773 Hasty Point Drive, Georgetown, SC 29440.

• Work cannot begin before February 9th, 2026.

• Must be completed within 180 days.

• Contractor access to the site: Monday – Friday, 6:00 a.m. to 4:00 p.m.

• Materials Provided by Refuge: Rice trunks, spillway box, and bulkhead materials (pilings, sheeting, cribbing, cable) will be provided by the refuge.

• Contractor Provided Materials: Contractor is responsible for bringing all other materials and equipment, including using a barge for transport.

• Geotextile: Class I, non-woven geotextile (Type 3NW) required for bulkheads, with specific overlap and stapling requirements.

• Pilings: 25' long, 10" butt, driven until refusal, placed every 5ft.

• Site Visit: Contractors are highly encouraged to visit the site.

• Pre-quote Meeting: Scheduled before the quote deadline at Hasty Point Plantation.
