Naval Surface Warfare Center Dahlgren Division (NSWCDD), located in Dahlgren, VA intends to establish a Basic Ordering Agreement (BOA) / Indefinite Delivery / Indefinite Quantity (IDIQ) on a sole source basis to 3dB Labs Inc. of 9050 Centre Point Dr. Suite 340, West Chester, OH 45069-9705, United States. It is anticipated that Cost Plus Fixed Fee (CPFF) orders, with a maximum value of $14,711,101, will be placed against a BOA during a five (5) year period from the date the contract vehicle becomes effective. 

The requirement is to implement the SCEPTRE software solutions for advanced signal processing and Radio Frequency (RF) signal collection in a designated environment, with appropriate support for seamless installation, configuration, and ongoing technical assistance. The Government’s next generation Intelligence system has Government-designed software that directly interfaces with the SCEPTRE software application.  SCEPTRE software was designed to optimize performance for a range of Radio Frequency (RF) testing, analysis tasks, and advanced signal processing capability, making it uniquely qualified for this project’s operational needs. Many of SCEPTRE's unique functions are a result of past government-funded initiatives and are now standard in the software. Such functions include built-in classified and unclassified Digital Signal Processing (DSP) signal detectors and classifiers required by the Government’s system to target specific adversary signal sets, built-in Radio Frequency Distribution Unit (RFDU) control, and the ability to configure and share RF data streams. 3dB Labs, Inc. is the sole developer and provider of the SCEPTRE Signal Processing Software.

This acquisition is being pursued on a sole source basis under the statutory authority of Title 10 U.S.C. Section 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
