Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for a non-personal supply contract to provide dry ice on both scheduled and non-scheduled (emergency) bases to U.S. NMRTC Sigonella, Italy.

• Supplies/Services: Provide dry ice on a recurring but undefined quantity and delivery basis.

• Delivery Requirements:

  • 24/7 availability for scheduled and non-scheduled needs.
  • Routine deliveries within 48 hours of request (excluding holidays, after hours, weekends).
  • Emergency deliveries within 7 hours of request (minimum 30kg).
  • Ability to produce at least 200kg per hour.
  • Deliveries to U.S. NMRTC Sigonella, with provisions for pickup of emergent needs.
  • Dry ice to be provided in boxes no larger than 15kg, crushed as requested.
  • Ability to provide large quantities (up to 1200kg) within 8 hours for emergencies.

• Production Capacity: Minimum of 200kg per hour.

• Emergency Support: Capability to provide large quantities (up to 1200kg) within 8 hours for emergencies.

• Delivery Timeframes: 48 hours for routine, 7 hours for emergency.

• Production Capacity: 200kg/hour minimum.

• Emergency Quantity: Up to 1200kg within 8 hours.

• Contact Information: Contractor must provide a 24/7 available phone number and contact information.

• Delivery Period: 01 July 2026 – 30 June 2031 (5-year IDIQ contract).

• Delivery Site: U.S. NMRTC Sigonella – NAS 1, Strada Statale 192 KM 15, Catania-Enna, Sigonella, Sicily (Italy).

• Working Hours (Government): 0830-1300 Monday through Friday for scheduled deliveries.

• Contractor Identification: Personnel require U.S. NMRTC Sigonella security passes and must wear identification badges.

• Invoicing: Submit certified invoices conforming to contract line-item number structure, including IBAN, to the Material Management Department at U.S. NMRTC Sigonella. Invoices must be in the contractor's name.

• Payment: Quarterly payments authorized after delivery, acceptance of supplies/services, and receipt of certified invoices.

• Background: Dry ice is critical for maintaining frozen blood products and supporting Forward Resuscitative Surgical System (FRSS) missions, which are unpredictable and require expeditious delivery of potentially large quantities. Proximity of the supplier is important due to product volatility.

Request for Information (RFI)

This RFI seeks to identify potential sources capable of providing scheduled and non-scheduled dry ice deliveries for the Defense Health Agency (DHA) Medical Treatment Facility (MTF) in Sigonella, Sicily, Italy. The government is also assessing if these supplies are commercial in nature. This RFI is for information and planning purposes only and does not constitute a solicitation. No offers will be accepted, and no contract will be formed at this time.

• Scheduled Deliveries: Must be made within 48 hours of request (excluding holidays, after working hours, and weekends).
• Non-Scheduled (Emergency) Deliveries: Must be made within 7 hours of request, with a minimum of 30kgs.
