This Performance Work Statement (PWS) outlines the requirements for a "School Information Center Materials Jobber" to provide systemwide information center materials selection and acquisition services, including a Contractor-hosted eBook platform, to the Department of Defense Education Activity (DoDEA).

• Material Selection and Acquisition: Provide customizable services for selecting and acquiring various information center materials, including books (trade, professional, reference, paperback, library-bound, contractor-bound), eBooks, audiobooks, multimedia, and labeling.

• eBook Platform: Offer an eBook platform that interfaces with MackinVision and supports Google login authentication.

• Materials Selection and Acquisition Tool: Develop and provide a cloud-based, user-friendly tool accessible 24/7 for managing online ordering. This tool must include daily updates, a customizable search interface, the ability to create and manage selection lists, a two-level approval process, clear identification of costs and discounts, flexible and volume order discount calculations, a quotation service, and the capability for bulk orders.

• MARC Records: Provide MARC records for all items, compatible with MackinVision, including specific subject headings, location codes, reading level information, and eBook URLs. Special handling for eBook MARC records is required.

• Pre-Processing Services: Offer services such as barcode labels, spine labels, property stamps, date slips, book jackets, book covers, security system detection, and RFID tags based on DoDEA specifications.

• Expenditure Reports: Submit bi-annual reports detailing expenditures per school, number of materials ordered, shipping times, and order fill rates.

• Virtual Professional Learning: Provide annual webinars on the use of the Web-based Selection and Acquisition System.

• Technical Support: Offer industry-standard technical support for digital resources.

• Third-Party Programs: Ensure all software and applications meet DoDEA's technical requirements, including FedRAMP Level 2 standards.

• Delivery: Ship print and digital resources according to DoDEA's shipping guide, providing digital shipment notifications.

• Meetings: Attend virtual meetings, provide minutes, and participate in post-award conferences and IT meetings.

• The eBook platform and acquisition tool must have no more than one unscheduled downtime per semester.

• 99% of MARC records and pre-processing services must be correct, with corrections made within three business days.

• Reports must be 100% accurate.

• At least 90% of virtual professional learning participants must rate presentations as satisfactory or better.

• Technical support requests must be acknowledged within two hours, with 90% resolved within one business day.

• Delivery of print resources must meet specified timelines (30 days for US sites, 45 days for overseas sites).

• The contract is expected to be for a 5-year base period.

• Work shall be performed at the Contractor's facilities.

• Cybersecurity: Compliance with DoD and DoDEA cybersecurity requirements, including FedRAMP Level 2 standards, is mandatory. Data must be protected against cyberattacks, and all personnel accessing DoDEA data must be US citizens.

• Data Management: All data developed is the property of the Government. Secure data transfer and storage are required.

• Accessibility: Compliance with Section 508 of the Rehabilitation Act for all ICT is required.

• Privacy: Strict adherence to Privacy Act requirements and mandatory annual privacy training for personnel accessing PII.

• Nondiscrimination: Resources must be free of bias.

• System Requirements: Specific minimum technical specifications for hardware and software are detailed, including memory, hard drive, processor, and operating system.
