This document is a price schedule (Excel spreadsheet) detailing the estimated quantities and types of water treatment chemicals and labor required for the central utility plant's boiler steam and chill water closed-loop systems. Bidders will use this to formulate their pricing proposals.

• Contract Line Item Numbers (CLINs): Specific items and services are listed under CLINs.
• Chemicals: Includes various chemical compounds such as 2-Phosphono-1,2,4-Butanetricarboxylic Acid, Sodium Hydroxide, Water/Acrylate Polymers/Inorganic Salts, Sodium Bisulfite, and Cyclohexylamine, with specified concentrations and quantities in gallons.
• Labor: "Chemist II" labor is included, with quantities specified in hours.
• Period of Performance (PoP): The schedule covers multiple fiscal years (FY26 through FY30), with specific start and end dates for each period (e.g., March 10, 2026 - March 9, 2027).
• Pricing Fields: Columns for "Base hourly rate," "Unit Price," "NTE Markup Rate," and "Fully Burdened Hourly labor rate" are provided, intended for bidder completion.

This price schedule is critical for bidders to understand the scope of chemicals and labor required, the estimated quantities, and the contract duration. Bidders must use this template to input their proposed pricing for each CLIN across the specified fiscal years to submit a complete and compliant proposal.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all management, tools, equipment, travel, and labor necessary to furnish water treatment chemicals to the boiler steam and chill water closed loop systems in the Central Utilities Plant (CUP) at Schriever Space Force Base (SSFB), CO.

• Provide and add all necessary water treatment chemicals to the specified systems, with the exception of sodium nitrate powder which will be added by a Plant operator.

• Verify proper operation of all chemical feed equipment and adjust controls weekly.

• Provide all items necessary to test and evaluate systems, including pH levels, conductivity, nitrate levels, oxygen levels, sulfite, phosphate, alkalinity, and algae.

• Provide water treatment test results and system condition reports within 24 hours of testing, including a plan to resolve any identified issues.

• Manage drum handling, transport, and disposal of all water treatment product containers, ensuring they are in refillable, returnable containers and that drums are brought in and taken out on the same day.

• Ensure all liquid deliveries are transported and dispensed into their respective bulk tanks by the contractor.

• Comply with all Occupational Safety and Health Standards Act (OSHA) provisions, as well as state and local laws regarding hazardous substances and disposal.

• Maintain the work site to prevent contamination spread, ensure safety, and keep the area free from accumulated waste and non-essential hazardous materials.

• Dispose of all non-recoverable solid waste at an approved off-site facility.

• Systems shall be sampled weekly and tested for alkalinity, conductivity, and sulfite as a minimum standard.

• Water treatment test results and system condition reports must be provided within 24 hours of testing.

• Compliance with OSHA standards and other relevant regulations.

• Normal operating hours are 0630 to 1600 Hours, Monday - Friday, excluding Federal Holidays.

• Location: Central Utilities Plant (CUP) at Schriever Space Force Base (SSFB), CO 80912.

• Contractor personnel must have legal United States residency and work authorization.

• All vehicles entering SSFB are subject to inspection.

• Contractor employees require verification of identity and entry authorization.

• Visitor badges will be issued and must be displayed at all times.

• Lost badges must be reported immediately.

• Access to SSFB may be time-consuming due to security measures, including Restricted Areas (RA).

• Deliverable: Report of potential/actual interference causes (CDRL D003).

• Deliverable: After-Action Report (D001) within 24 hours of testing, distributed to the Plant HVAC Supervisor.
