Opportunity Overview
This is a combined synopsis/solicitation for a follow-on effort to provide specialized services for the USDA SCINet program. The objective is to ensure efficient and effective operation, enhance scientific research and computing capabilities, provide technical expertise, manage critical infrastructure, and expand high-performance network connectivity nationwide. The incumbent contractor is CGI Federal Inc.
Scope of Work & Key Requirements
The comprehensive support includes technical labor, network engineering services, and collaboration with associated institutions. This encompasses networking infrastructure and services for high-performance computing (HPC) clusters, large-scale data storage systems, and associated maintenance and renewal services.
Key positions required are a Strategic Initiatives Manager and a Senior Network Engineer. The Senior Network Engineer will have on-site duties at the National Agriculture Library in Beltsville, MD. Specific tasks include network infrastructure design, implementation, maintenance, performance tuning, security enforcement, troubleshooting, and evaluation of emerging technologies. Deliverables include various reports (Monthly, Weekly, Network Performance/Security), documentation (Change Management, Inventory Tracking, Network Diagrams), and issue logs.
Contract Details & Performance
This will be a Firm Fixed-Price (FFP) contract with one (1) 12-month base period and four (4) 12-month option periods, totaling up to five years. Performance can be remote or at contractor sites, with temporary on-site presence as needed. The government intends to make a single award.
Submission & Evaluation
Quotes must be submitted in four volumes: Cover Letter and Required Documents, Prior Experience, Technical, and Price. Offerors must be registered and active in the SAM database. Non-price factors (Prior Experience and Technical) are equally important and, combined, are more important than Price.
