Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this project is to perform restoration services on static display aircraft located at Scott AFB.

• Wash and brighten surfaces on C-141B, C-130E, C-9A, and KC-135E static display aircraft.

• Strip, prep, prime, and repaint the noses of the C-141B, C-130E, and C-9A aircraft, matching original color schemes.

• Contractor must provide all necessary equipment; electricity and water are not available on site.

• Maintain control of debris to prevent it from blowing into adjacent areas.

• Adhere to paint schemes matching existing aircraft colors.

• All materials must be safe for outdoor use and comply with military, OSHA, and federal guidelines.

• A 2-year warranty is required for all paint services.

• Issues identified on warrantied work must be corrected within 4 weeks of written notification.

• Work can be performed anytime Monday through Sunday.

• Location: Airpark outside the front gate of Scott AFB.

• Contractor is responsible for all damage caused by equipment or personnel.

• Contractor must secure equipment daily and when not in use.

• Contractor must notify Airpark HPC or 375th OG command section if the Airpark becomes unsafe for visitors.

• Daily clean-up is required, and construction debris must be removed daily.

• Onsite construction offices require proper approval.

• Personnel must consent to LEADS background checks; failure to consent will result in denial of access.

• All personnel must have proper credentials to work in the United States.

• Contractor must provide identification badges for all employees, clearly marked as "contractor."

• Contractor vehicles must comply with all local, state, and federal regulations.

• Valid identification is required for contractor visitor passes.

• Contractor shall safeguard all government-owned equipment and materials.

• Contractor shall adhere to Air Force standards for handling classified information if applicable.

• Contractor shall enter into non-disclosure agreements if required.

• Personnel shall adhere to the Privacy Act (5 U.S.C. § 552a) and applicable agency rules.

Sources Sought Notice

This notice seeks to identify businesses capable of providing aircraft washing, painting, and restoration services for four static display aircraft (C-141B, C-130E, C-9A, and KC-135E) at or near Scott Air Force Base. The primary goal is to wash and brighten the exterior surfaces of all aircraft, and to strip, prep, prime, and repaint the noses of the C-141B, C-130E, and C-9A to match original color schemes.

• Exterior washing and brightening of four static display aircraft.

• Stripping, prepping, priming, and repainting of the noses of three specific aircraft (C-141B, C-130E, C-9A) to match original color schemes.

• All work must comply with the attached Statement of Work (SOW), which includes site access, security, and contractor responsibilities.

• The anticipated NAICS code is 488190 (Other Support Activities for Air Transportation).

• The Government is considering a Firm Fixed Price (FFP) contract.

• This is NOT a solicitation; do not submit quotes.

• Interested vendors must submit a capability statement detailing technical capability and past performance.

• Responses lacking sufficient information will not be considered for acquisition strategy.
