This document is an Invitation to Bid for the sale of approximately 45,000 pounds of scrap fired small arms cartridges (deformed). The cartridges are brass and consist of 50 caliber and below. The government reserves the right to vary the quantity by 10 percent. Bidders are invited to inspect the property prior to submitting a bid.

• The primary deliverable is the acquisition of the specified scrap cartridges.

• Buyers must be U.S. citizens eligible to obtain export licenses and must report suspected violations of export laws.

• Buyers are cautioned about potential dangerous substances within the material and assume all liability for its use and disposition.

• The sale is under Sales Agreement Number MMP100-26-343.

• Payment is required within fifteen (15) days upon receipt of invoice.

• A 50% deposit by certified or company check made payable to the U.S. Treasury is required prior to pick-up.

• Bids must be received by February 19, 2026, at 2:00pm EST.

• Bids can be mailed, faxed, emailed, or hand-delivered to GF Department, Public Works Division, MCB Camp Lejeune, NC 28547.

• The government reserves the right to reject any or all bids.

• Award will be given to the highest responsive and responsible bidder.

• In case of equal highest bids, award will be made by drawing.

• Buyers must be U.S. citizens and eligible to obtain export licenses.

• No specific set-aside is mentioned.

• The material is stored in 2 cubic yard hoppers at the Material Recycling Facility, Bldg. 978, MCB Camp Lejeune.

• The government will load the materials into an open-top container using a forklift.

• The successful bidder is responsible for providing DOT-approved transportation and complying with all safety and environmental regulations.

• Scheduled pick-up must be arranged within 4 business days of award.

• Haulers require specific identification for base access, including a Real ID or three other forms of identification, plus vehicle registration and insurance.

• Environmental compliance is a consideration, and high bidders' premises may be subject to on-site inspection.
