Scope of Sale
This opportunity involves the sale of approximately 45,000 pounds of scrap fired small arms cartridges, primarily brass, consisting of .50 caliber and below. The Government reserves the right to vary the quantity by 10 percent. The material is stored in 2 cubic yard hoppers at the Material Recycling Facility, Bldg. 978, MCB Camp Lejeune.
Bid Requirements & Eligibility
Bidders must be United States citizens and eligible to obtain a Department of State, Department of Commerce, or Office of Foreign Assets Control export license. Bids must be received by the deadline via mail, fax, email, or hand delivery to the GF Department, Public Works Division, MCB Camp Lejeune. A 50% deposit by certified or company check, payable to the U.S. Treasury, is required prior to pick-up. The remaining balance is due within fifteen (15) days of invoice receipt after material collection.
Logistics & Responsibilities
The successful bidder is responsible for arranging pick-up within 4 business days of award. MCB Camp Lejeune will load materials using a forklift into the buyer's open-top container. The buyer must provide DOT-approved transportation that complies with all safety, environmental, and OSHA regulations, including spillage control and cleanup. Haulers require specific identification for base access, such as a Real ID or three alternative forms of ID, plus vehicle registration and insurance. Buyers assume all liability for the material once in their possession, including potential dangerous substances, and must hold the Government harmless. Environmental compliance and potential on-site inspections are also noted.
Evaluation & Award
Award will be made to the highest responsive and responsible bidder. In the event of equal highest bids, award will be determined by drawing. The Government reserves the right to reject any and all bids.
