This document is an "Invitation to Bid" for the sale of approximately 45,000 pounds of scrap fired small arms cartridges (deformed). The cartridges are brass and consist of 50 caliber and below. Bidders are invited to inspect the property prior to submitting a bid. The Government reserves the right to vary the quantity tendered or delivered by 10 percent.

• The primary "deliverable" is the acquisition of approximately 45,000 pounds of scrap brass cartridges.

• Bidders must be eligible to obtain export licenses from the Department of State, Department of Commerce, or Office of Foreign Assets Control.

• Buyers must report suspected instances of fraud, abuse, theft, or violations of U.S. export laws and regulations.

• Buyers are cautioned about potential dangerous substances and assume all liability for damages or injury arising from the purchase, use, or disposition of the material.

• The sale is governed by Sales Agreement Number MMP100-26-351.

• Payment is required within fifteen (15) days upon receipt of invoice.

• The material is stored in 2 cubic yard hoppers at the Material Recycling Facility, Bldg. 978, MCB Camp Lejeune.

• Bids must be received by June 11, 2026, at 2:00pm EST.

• Bids can be mailed, faxed, emailed, or hand-delivered to the GF Department, Public Works Division at MCB Camp Lejeune, NC 28547.

• Award will be given to the highest responsive and responsible bidder.

• In case of equal highest bids, award will be made by drawing.

• A 50% deposit by certified or company check made payable to the U.S. Treasury is required prior to pick-up.

• The successful bidder must contact MCB CAM LEJ-QRP within 4 business days of award to arrange payment and pick-up.

• Pick-up will occur between 8:00am - 1:00pm, Monday-Thursday, excluding Federal holidays.

• No specific set-aside is mentioned.

• Buyer eligibility requires U.S. citizenship and eligibility for export licenses.

• Bidders must provide DOT approved vehicles with containment devices for transportation.

• Buyers are responsible for cleanup of any spillage.

• Successful bidders must secure the load.

• Base access requirements are detailed, including forms of ID for haulers.

• Environmental considerations are noted, with potential on-site inspections for hazardous property.
