This Invitation for Bid (IFB) is for the sale of Expended Small Arms Cartridge Casings (ESACC) by the Defense Logistics Agency (DLA) Disposition Services at Letterkenny, PA. The sale is a one-time event.

• The ESACC is for two authorized end uses: 1. Reloading and 2. Recovery of material content.

• ESACC are defined as cartridge cases from small arms ammunition (.50 caliber or smaller, or for shotguns) used in live-fire training or testing and collected after use.

• There is no guarantee that every cartridge will be suitable for reloading; all cartridges are sold "as-is/where-is".

• The government guarantees a minimum total weight per item as listed in Table 1.

• ESACC is considered Material Potentially Presenting an Explosive Hazard (MPPEH) until certified as Material Documented as Safe (MDAS).

• Export outside the U.S. is not allowed.

• This is a firm fixed-price contract.

• The contract is for a one-time sale.

• The removal period is 15 business days, with no extension options available unless for extenuating circumstances.

• Bids must be submitted using SF114 and SF114A forms.

• Bidders must enter a price per unit of issue, with a minimum bid of $0.01000.

• The highest priced cumulative bid will be considered for award.

• Awarded company must remove all items or none of the items.

• Offer Closing Date/Time: April 13, 2026, 1:00 p.m. EST.

• Bidders will not be eligible for award if they are officially indebted to the U.S. Government or excluded from federal programs.

• A pre-award survey will be conducted for the Apparent High Bidder (AHB).

• Base access requirements apply, including vehicle registration, proof of insurance, and identification meeting REAL ID Act requirements.

• Bidders are strongly encouraged to perform a pre-bid site inspection.

• Packing will be in sealed drums, wooden pallets, and metal ammunition cans.
