Statement of Work (SOW) / Performance Work Statement (PWS)

To identify, evaluate, and report on prehistoric and historic cultural resources on public lands managed by the Bureau of Land Management (BLM) in Lewis and Clark County, Montana, to meet obligations under the National Historic Preservation Act (NHPA) and support future recreation and fuels reduction projects.

• Conduct a Class III intensive field inventory of approximately 2305.6 acres in the Scratchgravel Hills area, 7.5 miles northwest of Helena, MT.

• Perform a site file and literature search at the State Historic Preservation Office in Helena, Montana.

• Identify and evaluate cultural resources based on surface indications, using BLM guidance, National Register Criteria, and National Park Service bulletins.

• Clearly identify all previously and newly recorded sites for avoidance, mitigation, or monitoring.

• Conduct limited hand auger or shovel testing for site boundary determination, with COR approval.

• Employ BLM criteria for minimum site definition (remains at least 50 years old with artifacts or features) and record locations with less than 5 artifacts as isolated finds (IF).

• Record mining features according to the BLM BFO-MT SHPO Mining Programmatic Agreement.

• Survey methodology to include walking transects spaced no more than 25 meters apart, with deviations documented.

• Non-collection inventory, with exceptions for projectile points (Paleoindian to Early Archaic) or prehistoric pottery, at contractor's discretion.

• Record cultural sites using MT SHPO CSR forms and IFs/IMFs in the report.

• Take at least four photographs of each cultural property and prepare sketch maps.

• Obtain Smithsonian site numbers for cultural properties.

• Provide GIS data for all inventoried areas, sites, isolated finds, and IMFs.

• Prepare a professional quality report including title sheet, abstract, table of contents, introduction, literature search, environmental and cultural setting, inventory results, summary, and recommendations.
