Quick Summary

The Department of the Navy, specifically NAVSUP Weapon Systems Support Mechanicsburg, is soliciting proposals for Hexagon Head Cap Screws (K-MONEL fasteners). These are critical "SPECIAL EMPHASIS" materials for shipboard systems, where failure could lead to serious injury or loss of life/ship. This is a Total Small Business Set-Aside. Proposals are due by June 11, 2026.

Scope of Work

The contract requires the manufacture and supply of K-MONEL Hexagon Head Cap Screws (3/4 inch diameter, 5 3/4 inches length, 10 UNC Thread Series, Class of Fit 2A, Grade 500 (QQ-N-286), Solution Annealed and Age Hardened). These fasteners are designated as Level I/SUBSAFE material, necessitating stringent quality control, testing, and traceability to prevent catastrophic failures in crucial shipboard systems.

Key Requirements

  • Manufacturing: Must adhere to MIL-DTL-1222, including specific heat treatment (solution annealing and age hardening after heading/thread rolling) and thread forming interpretations.
  • Testing: Requires Liquid Penetrant Inspection, Ultrasonic Inspection (for specific material sizes), and mechanical property tests (Tensile, Yield, Elongation, Hardness) per MIL-DTL-1222. Slow Strain Rate Tensile Tests must be conducted by approved laboratories. Wedge Tensile Tests are required for headed fasteners.
  • Quality Assurance: Contractors must maintain a quality system compliant with ISO-9001 (or MIL-I-45208 as an alternate) and calibration systems per ISO-10012 or ANSI-Z540.3 (or MIL-STD-45662). Government Quality Assurance at source is required.
  • Traceability & Certification: Critical for Level I/SUBSAFE materials. Each item must have a unique traceability marking linked to chemical and mechanical property certification reports. Re-certification is required if material properties are altered during processing. A detailed Certificate of Compliance for Special Emphasis Material is mandatory.
  • Material Handling: Documented procedures for raw material traceability, segregation, and re-marking are essential.
  • Inspection: Comprehensive receiving and final inspections are required, including 100% inspection of material verification data, traceability, NDT certifications, and legible marking.
  • Mercury-Free: All materials must be free of mercury and mercury-containing compounds.
