Scope of Work
The contractor will supply Corrosion-Resistant Steel, 300 series, socket head cap screws with a minimum tensile strength of 100,000 PSI, conforming to FF-S-86 and Marotta drawing 280912-0004. These items are critical for shipboard systems, necessitating stringent quality control.
Key Requirements
- Material & Testing: Quantitative chemical and mechanical analysis is required. Testing includes Liquid Penetrant Inspection (T9074-AS-GIB-010/271, MIL-DTL-1222) and Wedge Tensile Tests (ASTM-F606, MIL-DTL-1222) for each production lot. One additional fastener per heat/lot is required for traceability.
- Quality System: Contractors must maintain a quality system compliant with ISO-9001 (amplified by ISO-10012, ANSI-Z540.3, ISO-17025) or MIL-I-45208 (with MIL-STD-45662). Government Quality Assurance (QAR) at source is required.
- Traceability & Certification: Full traceability from material to certification test reports is mandatory for Level I/SUBSAFE systems. Material must be marked with a unique traceability number. A Certificate of Compliance and material certification data (chemical/mechanical analysis per FF-S-86) are required.
- Submission: Certification data must be submitted to Portsmouth Naval Shipyard via WAWF (Ship to N50286, Inspect by N39040, Accept by N39040, email PORT_PTNH_WAWF_Notification@navy.mil) for review and acceptance prior to each shipment. No material is to be shipped without acceptance.
- Subcontractors: Prime contractors must assess subcontractor capabilities, ensure compliance, and flow down applicable quality requirements. Government reserves the right to inspect at subcontractor facilities.
- Packaging: MIL-STD 2073 applies.
