Statement of Work (SOW) / Performance Work Statement (PWS)

To procure upfitting services for three (3) Ford F150 vehicles to be used by the U.S. Fish and Wildlife Service (USFWS) National Wildlife Refuge System Law Enforcement (NWRSLE) for emergency response duties. The upfits are intended to ensure the safety of Federal Wildlife Officers (FWO's) by equipping vehicles with necessary law enforcement equipment.

• Vehicle Upfitting: Installation of government-identified law enforcement equipment on three (3) Ford F150 vehicles (three (3) Ford F150s are specified).

• Equipment: Includes emergency lighting, audible warning systems, control consoles, and other mission-specific equipment. Specific items include window tinting, headlight flashers/LED inserts, interior visor or exterior rooftop LED lightbars, rear and side light sticks, tailgate lighting, heavy-duty winch-ready grill guards with side lighting, 360° front and rear intersection lights, consoles with power outlets and cup holders, interior overhead lights, optional prisoner partitions/cages, siren controllers/speakers, vertical dual rifle/shotgun gun racks, custom modular police package wiring harnesses, fire extinguishers, handheld rechargeable spot lights, programmable battery savers, 4/5G cell phone boosters, solar trickle chargers, 600-watt power inverters, radio-ready wiring, roof antennae, and optional black-out switches. Graphics for Class A vehicles will also be applied.

• Classifications: Vehicles will be upfitted as either Class A (fully marked) or Class B (unmarked) patrol vehicles, with internal and external equipment being identical for standardization.

• K9 Equipment: K9 specific equipment will be communicated separately as needed.

• Delivery: Completed upfitted vehicles must be delivered within 30 calendar days from the date the vehicle arrives at the vendor's up-fitting facility.

• Installation Quality: All installations must comply with equipment manufacturers' instructions and NWRSLE standards. Wiring must be weatherproof and connections made using butt connectors, solder, and shrink wrap. Workmanship must minimize the risk of electrical failure, mechanical failure, or fire.

• Durability: Installed equipment must sustain extremes in vibration, climate, and conditions.

• Inspection: NWRSLE reserves the right to conduct on-site inspections of upfitted vehicles at the vendor's location prior to delivery.

• Quality Control: Vendor shall perform quality control checks on all new equipment.

• Upfit Start: As soon as possible.

• Delivery Date: Requested delivery date for completed upfits is May 8, 2026.

• Vehicle Locations: Vehicles are currently located in Aberdeen and Columbia, South Dakota. Vehicle locations for warranty repairs will be provided by NWRSLE throughout the United States.

• Eligibility: Offerors must be an Authorized Manufacturer's Distributor and Authorized Warranty Center for the specified equipment and provide letters to substantiate this status.

• Warranty: A 12-month warranty on installation is required. Major components and sub-assemblies must be warrantied through their manufacturers. The contractor is responsible for repairs due to installation workmanship defects.

• Storage: No NWRSLE vehicle will be stored or left outside of a secure area overnight or longer while being upfitted.

• Damage Responsibility: The vendor is responsible for repair of any damage to vehicles and equipment incurred during shipping and build phases.

An estimated delivery date after receipt of award should be provided.

• Three vehicle upfits are required.

• The period of performance is from April 1, 2026, to May 8, 2026.

• This is a 100% Small Business set-aside, firm-fixed price contract.

• The government reserves the right to award to other than the lowest priced offer based on best value tradeoffs.

• Interested businesses are encouraged to submit quotations using Standard Form (SF) 1449.

• All supporting documents must be submitted by the due date and time specified in Block 8.

• Award will be made to the contractor whose offer is most advantageous to the government, considering technical requirements, past performance, experience, lead time, and price. Technical and past performance are more important than price.

• Vendors must demonstrate how they will accomplish the requirements and provide at least two examples of similar past performance.

• This acquisition is a 100% Small Business set-aside.

• The solicitation contains deviations from standard FAR clauses.
