Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Space Development Agency (SDA) has issued a Broad Agency Announcement (BAA) for Systems, Technologies, and Emerging Capabilities (STEC) under its Proliferated Warfighter Space Architecture (PWSA) program. This BAA solicits novel concepts, systems, technologies, and capabilities to enhance future PWSA tranches and address emerging warfighter needs. The BAA is open for submissions until March 3, 2027, with executive summaries and proposal abstracts due by December 15, 2026.
Purpose & Scope
The SDA aims to accelerate the development and fielding of military space capabilities to ensure U.S. technological and military advantage. This BAA specifically targets "leap-ahead" improvements for the PWSA, focusing on concepts, systems, technologies, and capabilities that can:
- Enable capability improvements for future tranches of currently planned proliferated architecture capability layers.
- Enable new capability layers to address other emerging or evolving warfighter needs.
Key Focus Areas
SDA is soliciting Executive Summaries, invited White Papers, proposal Abstracts, and invited Proposals in the following critical areas:
- Resilient Beyond Line-of-Sight Tactical Communications (RF, Optical): Including advanced optical terminals, dual-use commercial architectures (e.g., 5G), low SWaP-C payload components, and multi-beam/multi-user tactical data links.
- Advanced Target Custody, Warning, Tracking, and Defeat: Solutions for detection, tracking, targeting, and battle damage assessment of adversary systems, advanced missile threats, and time-critical targets. This encompasses advanced IR missile warning/tracking, novel sensing, data fusion, and sensor/satellite resilience.
- Advanced/Alternate Position, Navigation and Timing (PNT): Capabilities for GPS-denied environments, resilient GPS-agnostic space networking, Alt-PNT solutions, and GPS Situational Awareness.
- Global Battle Management: Algorithms, frameworks, and hardware for advanced processing, command and control, and interoperability, including network defense, secure enclave operations, dynamic tasking, distributed command and control, radiation-hardened processors, advanced cryptographic solutions, and enterprise system of systems digital engineering.
Contract Details
- Anticipated Awards: Multiple awards are anticipated.
- Instrument Types: Awards may be made as Procurement (FAR-based) contracts or Other Transaction Agreements (OTAs). Cost sharing may be required for OT for Prototype or OT for Research Agreements.
- Set-Aside: Not specified; open to all responsible sources.
Submission & Evaluation
- Submission Process: Executive Summaries and Proposal Abstracts are strongly encouraged prior to full proposals.
- Submission Deadlines:
- Executive Summaries and Proposal Abstracts: December 15, 2026, at 4:00 PM ET.
- The overall BAA response period ends: March 3, 2027.
- Evaluation Criteria: Proposals will be assessed based on Overall Operational and Technical Merit, Potential Contribution and Relevance to the SDA Mission, Cost Realism, Realism of Proposed Schedule, and Proposer's Capabilities and/or Related Experience.
Eligibility & Notes
- Eligible Applicants: All responsible sources, including Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), Government Entities, and Non-U.S. Organizations/Individuals.
- Proposals can be unclassified or classified. Organizational Conflicts of Interest (OCI) must be disclosed and mitigated. SDA reserves the right to select all, some, one, or none of the proposals.
