• Cost Elements: Specific requirements for Materials and Services (including Consolidated Bill of Materials - CBOM), Subcontracts (identification of subcontractor proposals requiring field pricing analysis, submission of subcontractor certified cost or pricing data, and price/cost analysis), and Exceptions to Certified Cost or Pricing Data (for commercial products/services).
• Interorganizational Transfers: Requirements for transfers proposed at cost or price.
• Direct Labor: Time-phased breakdown of labor hours, rates, and costs, and Basis of Estimates (BOEs).
• Indirect Costs: Basis of estimate and application for indirect costs.
• Other Costs: Direct costs, basis of pricing (including travel details), royalties, and facilities capital cost of money.
• Formats for Submission: Requirements for line item summaries and specific formats for modifications, price revisions, and redeterminations.
• Other: Requirements for incentive contract types and economic price adjustments.
• Excessive Pass-through Charges: Identification of subcontract effort when more than 70% of the total cost is subcontracted.

Offerors must complete this checklist, indicating the location of requested information within their proposal or providing explanations for any missing data. Failure to adequately address the items on this checklist may result in a proposal being deemed inadequate, potentially impacting the offeror's ability to be considered for award. It guides bidders on the specific cost and pricing information the government expects to receive.

Solicitation / RFP / RFQ

This solicitation is for Sea Range Safety Surveillance services to be provided to the Naval Air Warfare Center Weapons Division (NAWCWD). The primary objective is to ensure adequate situational awareness over a wide area for long-range missile intercept testing, particularly for the Missile Defense Agency (MDA) Sea-Based Weapon Systems program. The services involve utilizing and integrating data from various sources to provide real-time situational awareness, primarily through the Intelligence Situation Awareness Tool (ISAT) software.

• Provide critical Sea Range Safety Surveillance.

• Support Test and Evaluation and systems engineering activities related to SBWS and NAWCWD.

• Improve range safety during missile tests utilizing the ISAT software.

• Tasks include range surveillance, Systems Engineering Support, Systems Integration (including ISAT software updates and maintenance), Mission Support (including Pre-Test Site Surveys), Test Planning Support, Mission Support (including monitoring and real-time mission support), Training, Management Support, and Reporting.

• Support may be required at the Pacific Missile Range Facility (PMRF), Point Mugu Sea Range (PMSR), and other test ranges.

• Personnel require appropriate security clearances (up to SECRET).

• Contractor personnel must clearly identify themselves as non-government employees.

• Compliance with cybersecurity and IT policies is mandatory.

• Contract Type: Cost Plus Fixed Fee (CPFF).

• Period of Performance: Orders may be issued from November 25, 2025, through November 24, 2030.
