This solicitation is a Request for Quotation (RFQ) for a vessel charter to assess and monitor coastal and hydrographic resources along the outer coasts of Glacier Bay and Wrangell-St. Elias National Parks, Alaska. The acquisition is set aside for Small Businesses.

• Provide a research vessel to support a long-term monitoring program.

• Vessel must accommodate 7-12 scientists and personnel, including meals and lodging.

• Support oceanography (mooring deployment/retrieval, hydrographic surveys) and biological monitoring (zooplankton, marine bird/mammal surveys).

• Vessel must be capable of operating safely in challenging tidewater glacier fjords and open ocean conditions.

• Specific vessel specifications include captain's licensing, USCG standards compliance, insurance, capacity, safety/navigation equipment, life vests, survival suits, fuel responsibility, a hydraulic crane, a powered capstan/winch, an oceanographic winch, towing speed capability, a skiff, saltwater washdown, laboratory sink, hazmat lockers, power for CTD winch, and a freezer for biological samples.

• Accommodations must provide individual sleeping spaces, separate berthing areas, quality living conditions, sanitation facilities, daily hot showers, a drying area, workspace, and electrical power.

• Provide three meals per day (breakfast, lunch, dinner) plus snacks and drinks for up to twelve research personnel.

• The contract will be a firm-fixed-price award based on evaluation criteria.

• Period of Performance: June 1, 2026, to June 30, 2027.

• An option period for vessel charter is also included.

• The contract is invoiced on a daily rate basis.

• Quotes for only the base year will be accepted and considered.

• The submission deadline is January 28, 2026, at 1300 Alaska Standard Time.
