Scope of Work
The contractor will provide qualified and certified weapons-based and medical support instructors to conduct basic Expeditionary Combat Skills (ECS) courses at CENSECFOR Detachment Gulfport, MS. This includes delivering formalized training in:
- Basic Tactical Communications
- Convoy Operations
- Small Arms & Tactical Shooting
- Counter Improvised Explosive Devices (C-IED)
- Mission Planning & Basic Tactical Movement
- Basic CBRNE Procedures
- Judgment-based Engagement Training (JET) / Tactical Decision Making
Additionally, the contractor will manage instructors, provide remediation/testing assistance, support Academic Review Boards (ARB), and offer logistical support for weapons ranges and personnel/weapons transportation to training locations.
Contract Details
- Type: Firm Fixed Price (FFP) Task Order
- Estimated Value: $20,395,788.45 (if all options are exercised)
- Period of Performance: September 1, 2024, to February 19, 2028 (if all options are exercised), including a 1.5-month mobilization period, a 10.5-month base period, and four 12-month option years.

Key Requirements & Clarifications
- Instructor Staffing: A minimum of 57 instructors are required, comprising 12 ECS Medical Support Instructors (TCCC) and 45 ECS Weapons Based Instructors. No key personnel designations are required.
- Instructor Qualifications: Instructors must meet specific requirements, including documented tactical military operational experience and relevant certifications (e.g., CUIT, Basic First Aid, CPR, TCCC). MILT 5400 from Tidewater Community College is currently the only accepted course for instructor qualification, at the contractor's expense. Medical Support Instructors require military first aid or emergency room/trauma center experience.
- Past Performance: References must demonstrate one year of completed performance by the solicitation closing date. Standalone contracts are acceptable; CPARS will not be accepted in lieu of the Past Performance Report Form.
- Wage Determination: Wage Determination No. 2024-0084, Revision No. 7, specifies minimum wage rates and fringe benefits for various instructor roles in Harrison County, MS, which must be adhered to for proposal pricing.
Submission & Evaluation

- Submission Method: Electronically via the PIEE Solicitation Module. SeaPort MAC holders must register for PIEE accounts.
- Evaluation: A tradeoff source selection process will be used. The Non-Price Proposal is significantly more important than the Price Proposal, and within the Non-Price Proposal, Technical Approach is significantly more important than Past Performance. Key evaluation factors include Technical Approach (Performance and Management Approach, Staffing Approach, Mobilization Plan) and Past Performance.
Important Notes
Amendment 0001 extended the due date and added/modified FAR clauses, including 52.222-90 ("Addressing DEI Discrimination by Federal Contractors") and 52.244-6 ("Subcontracts for Commercial Products and Commercial Services").
