This document is a combined synopsis and solicitation for SEAT Base Wash-Water Disposal services. The Bureau of Land Management (BLM) is seeking proposals for these services, as detailed in the Statement of Work (SOW).

• SEAT Base Wash-Water Disposal services.

• One (1) Year End Cleaning for each year of service.

• Services are to be performed in Ontario, Oregon.

• All items must comply with the Buy American Act.

• Total cost must include delivery to the BLM Alaska Delivery address unless otherwise specified in the SOW.

• The contract is anticipated to be a single firm-fixed-price contract.

• The period of performance is from 07/01/2026 to 06/30/2031.

• The solicitation includes options for extending the term of the contract.

• Quotes or proposals should be submitted electronically to Patrick Euler at patrick_euler@ios.doi.gov.

• Offerors must include their UEI or CAGE Code with their quote or proposal.

• The evaluation factor is "Lowest Price Technically Acceptable."

• The offer due date is 06/24/2026 at 1600 ADT.

• This acquisition is set aside for Small Business (100%).

• The North American Industry Classification Standard (NAICS) code is 562998 with a size standard of $16.5 million.

• This is a combined synopsis/solicitation in accordance with FAR 13.105.

• The government may award multiple contracts if more advantageous.

• Electronic invoicing via the Invoice Processing Platform (IPP) is required.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide wash-water disposal services for the Ontario SEAT Base aircraft during fire seasons.

• Removal and disposal of wash-water from the SEAT base containment tank.

• The wash-water consists of water, SC-Aircraft & Metal Cleaner Concentrate, retardant, and minor petroleum leakage.

• The containment tank has a capacity of approximately 5,500 gallons.

• Disposal must comply with all applicable Federal and State Regulations.

• The contractor must be available to remove wash-water within 3 hours of notification.

• Services are subject to government inspection.

• Defective work must be corrected within 24 hours of notification.

• The contract will have a one-year base period and four one-year option periods.

• Location: Ontario Airport, 3200 SW 4th Avenue, Ontario, OR 97914.

• Contractor must submit a Safety Program.

• Employees must follow all applicable safety standards, including OSHA.

• Fire extinguishers (non-freeze type, 10-pound capacity) must be readily available.

• Vehicles and equipment must be properly maintained and operate at acceptable sound levels.

• Discharge of oils or other fluids is not permitted.

• A pre-service/performance conference is required before work commences.
