This acquisition plan is prepared by the U.S. General Services Administration (GSA),Capital Construction Project Delivery- West for work in Seattle, WA, in support of a sole source contract award under Federal Acquisition Regulation (FAR) 6.102-1, “Only one responsible source and no other supplies or services will satisfy agency requirements” to Chinn Construction, LLC, for the continued performance of tenant improvement and expansion services for the Seattle Passport Project.

The U.S. General Services Administration leases space in the 5th & Yesler building for the end user tenant; the U.S. Department of State, Passports Office. The Passport office is requesting to remodel, expand, and refresh approximately 36,500 SF throughout the leased space to update and improve the efficiency of their mission operations. The construction drawings are complete and a building permit has been obtained from the local jurisdiction. The Passport office will remain open to the public and functioning throughout the course of the construction. Therefore, the construction drawings have been divided into seven phases. Note: The first phase was previously started in early 2024 and then construction was stopped on 5/29/24. Phase one is partially done. Construction has not progressed since 5/30/24.
