The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division, on behalf of the US Product Manager Ground Sensors, is conducting market research (Sources Sought) to identify potential sources for the Second Generation Forward Looking Infrared (2GEN FLIR) Commanders Independent Thermal Viewer (CITV), its components, repairs, and engineering services. The Government seeks sources capable of manufacturing and delivering all components listed in Attachment 001. Responses are due by April 11, 2026, at 4:00 PM EST.

Scope of Work

This opportunity seeks capabilities for:

  • Manufacturing and Delivery: 2GEN FLIR CITV and spare components, specifically all items listed in Attachment 001 (CITV Parts Listing), which includes sight assemblies, servo electronics units, CCAs, and other sub-assemblies. All items must be compatible with previously delivered 2GEN FLIR CITVs.
  • Repair/Refurbishment: CITVs, CITV Subcomponents, and CCAs as specified.
  • Engineering & Technical Services: Including qualification testing, conformance inspection, obsolescence mitigation, and software maintenance.

Key Requirements & Information Requested

Respondents must demonstrate the ability to meet specific performance (MIL-PRF-12987771C, MIL-PRF-5009755G) and interface (19200-12991282C, A3190635H) requirements. A critical requirement is the possession of means to properly store and work on information classified at the SECRET level, including having employees with SECRET clearance. The Government does not have rights to a complete technical data package.

Respondents are requested to provide detailed information on:

  • Company information (CAGE, DUNS, socioeconomic classification).
  • Qualifications in thermal imaging/infrared technology.
  • Capability to manufacture CITV and components, including timelines for development if not currently manufacturing.
  • Up to five (5) relevant project experiences within the last five years.
  • Planned business arrangements (joint ventures, teaming).
  • Existing production capacity, lead times, and supply chain management.
  • Possession of an approved DCAA accounting system.

Small Business Specifics

Small businesses should address how they will meet limitations on subcontracting, their interest in being a prime, anticipated small business status for the next three years under NAICS code 334511, and financial sustainability for 90-day payment delays.
