SECONDARY SEAT LICENSES FOR CORE AND ELECTIVE COURSES IN SCIENCE, MATHEMATICS, SOCIAL STUDIES, AND WORLD LANGUAGES

Request for Information (RFI)

This RFI seeks information from interested contractors on providing secondary seat licenses for 29 core and elective courses in Science, Mathematics, Social Studies, and World Languages. The Department of War Education Activity (DoWEA) anticipates making multiple awards. The period of performance is projected from March 1, 2027, to February 29, 2032. This RFI is for informational and planning purposes only and does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. Costs incurred in responding are the sole responsibility of the responder.

DoWEA requires seat licenses for courses including AP® Biology, Biology, Chemistry, Environmental Science, 9th Grade Global Studies, 10th Grade Global Studies, 11th Grade US History, AP® Government, AP® Human Geography, AP® Psychology, AP® US History, AP® World History, Sociology, US Government, 7th Grade Math, 8th Grade Math, Algebra I, Algebra II, Financial Algebra, Geometry, Precalculus, Pre-Algebra, Trigonometry, Spanish I, Spanish II, Spanish III, Spanish IV, and Art History. The number of licenses may vary annually. Courses must be aligned to national standards or College Board Curriculum and Exam Descriptions (CED). Proposed courses must include comprehensive online content, teacher resources, formative and summative assessments with answer keys, and be accessible within three business days of the initial delivery order. DoWEA will provide the instructor. Courses must be student-centered, allow for differentiation, emphasize college-and-career-readiness skills, and integrate technology. They must include a course overview, syllabus, scope and sequence, requirements, lesson overviews, content, activities, assignments, and assessments of sufficient rigor. All necessary materials (textbooks, workbooks, etc.) must be provided or available online at no additional cost. Interactive multi-media elements are required. Courses must work with DoWEA's school calendars and include online curriculum resources that allow instructors to add/modify activities and assessments. Courses must be compatible with DoWEA's Virtual Learning Environment (VLE) and conform to 1EdTech Consortium standards. Third-party programs/software must meet Federal security requirements (e.g., FedRAMP Level 2) and accessibility requirements (Section 508). Virtual Professional Learning (PL) for instructors is also required.

Responses are requested in Microsoft Word, PDF, or a compatible electronic format. Key information to include: company administration and subcontracting details, business size, NAICS codes, point of contact, subcontracting possibilities (prime must perform at least 51%), availability and recognition of proposed courses (COTS, accreditation, credit recognition), alignment to standards, course design and VLE compatibility, security and data rights compliance, and recommendations. A non-binding price estimate is requested via an attached Excel spreadsheet. Responses are due by June 25, 2026, 12:00 PM Eastern Standard Time (EST).
