Justification & Response
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This is because Rockwell Collins is identified as the sole developer, manufacturer, and distributor of the certified SCISR communications radio.
