Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a non-personal services contract for offsite data storage, including management, tools, supplies, equipment, transportation, and labor to safely and securely store backup media, digital records, and electronic data at an offsite location. The goal is to provide a turn-key solution that ensures environmental controls for secure storage, tracking, and efficient transport of data for emergency recovery.

• Comprehensive suite of services for transporting, storing, managing, relocating, and retrieving backup media from a secure, offsite facility.

• Services to manage backup media throughout its lifecycle.

• Data to be stored in climate-controlled, highly protected facilities that are TAA compliant.

• Facilities must maintain acceptable temperatures (60-70 degrees F), be located away from 100-year flood plains and known fault lines, and be in areas with statistically low crime and fire risk.

• Buildings must have 100% fire suppression coverage.

• Storage sites must be at least 20 miles from Brooke Army Medical Center (BAMC) or on a different electrical grid.

• Site must be accessible to major commercial centers.

• Data availability: 24/7/365.

• Local emergency request response time: Maximum 4 hours.

• Verifiable chain-of-custody and audit trail required.

• All equipment used must be U.S.-made or designated country end products (TAA compliant).

• Performance Requirements Summary (PRS) outlines key outcomes: Data Transportation, Data Storage, and Data Retrieval, all requiring 100% compliance with a COR performing random checks.

• Period of Performance: One (1) base year of 12 months, with three (3) 12-month option years.

• Place of Performance: BAMC 3600 Roger Brooke, Fort Sam Houston, Texas, and the contractor's storage facilities.

• Contractor personnel must be bonded, licensed, and insured.

• Vehicles must be insured and secured.

• Contractor must sign a Department of Defense Standard Contract Clause for Business Associates.

• Drivers must have physical security and be insured.

• Contractor must provide a Quality Control Plan (QCP).

• Drivers must be bonded, licensed, and insured. Vehicles must be insured and secured.

• Contractor employees require ID badges and must comply with installation access and security policies.

• Information Assurance (IA)/Information Technology (IT) training is required for relevant personnel.

• Government-furnished equipment includes backup media and digital data. Locks on storage cases are provided by BAMC.

• Contractor is responsible for all other supplies, equipment, facilities, and services.

Sources Sought Notice (SSN)

This notice is for informational and planning purposes only to gauge industry interest and capabilities for a non-personal services Firm Fixed Priced (FFP) Purchase Order (PO) contract. The government intends to procure services for offsite storage of backup media, digital records, and electronic data. The government is considering a small business set-aside and encourages responses from all socioeconomic categories of small businesses.

• Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary for offsite data storage.

• Services are to be performed at an offsite location.

• Anticipated contract type: Firm Fixed Priced (FFP) Purchase Order (PO).

• Anticipated NAICS Code: 518210 – Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services (Size Standard: $40M).

• Anticipated Product Service Code: D325: IT and Telecom – Data Centers And Storage.

• This is NOT a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP). No quotes, bids, or proposals are being accepted at this time.

• Responses are due by 12:00 PM CDT on April 10, 2026.

• The government will NOT pay for any information or administrative costs incurred in response to this notice.

• Respondents will NOT be notified of the results of the evaluation.

Vendors are requested to provide:

• Capability Statement and a Rough Order of Magnitude (ROM).

• Identification of any conditions or actions that may unnecessarily restrict competition.

• Firm name, POC, contact info, UEI, CAGE code, business size, and small business status/certifications if interested in providing support.

• Interest in competing as a prime contractor or identifying subcontracting/teaming arrangements.

• Detailed information on relevant previous experience (prime or subcontractor) on similar requirements.

• Information to determine if the requirement is commercially available, including pricing, basis for pricing, delivery schedules, terms, and warranties.

• Recommendations on how to structure contract requirements to facilitate competition, especially among small businesses.

• Recommendations to improve the Army's approach/specifications/PWS/PRS.

• The government desires to procure services on a small business set-aside basis.

• A set-aside will only occur if two (2) or more qualified small businesses respond with sufficient information to support it.

• All socioeconomic categories of small businesses are encouraged to respond.

• This notice does not commit the U.S. Government to contract for any supply or service.

• A future solicitation, if released, will be synopsized on SAM.GOV. Potential offerors are responsible for monitoring SAM.GOV.
