Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The 96th Test Systems Squadron (96 TSSQ), under the Department of the Air Force, has issued a Request for Information (RFI) for Secure Test Data Management, Storage Modernization, and Distributed Access Architecture. This RFI seeks industry input to modernize test data handling across the Eglin Gulf Test and Training Range (EGTTR), located near Goulds, FL. The objective is to establish a unified, secure, and scalable architecture for multi-caveat data environments, including PL3 and Special Access Program (SAP)-capable caveats. Responses are due by June 15, 2026.
Scope of Work
The Government aims to replace legacy systems with a unified architecture that ensures secure ingestion, tagging, storage, retrieval, and controlled dissemination of test data across geographically distributed test nodes. Key modernization objectives include:
- Secure, multi-caveat data storage and access (PL1-PL3, Secret, SAP-capable).
- Distributed data availability across authorized test nodes.
- Role-based and attribute-based access control.
- Data tagging, lineage tracking, and lifecycle management.
- Long-term archival storage with rapid retrieval capabilities.
- Controlled cross-caveat data transfer mechanisms where authorized.
- Integration with existing tests, analysis, and mission systems.
Information Requested
Industry input is sought on:
- Technical Approach/Architecture: For a secure, distributed test data management system, addressing caveat separation, metadata management, archival, cross-caveat handling, and integration.
- Key Technologies: Identification of technologies, preferably at or near Technology Readiness Level (TRL) 7.
- Corporate Experience: Relevant experience (prime or subcontractor) in similar systems within the last 3-5 years.
- Performance Risks: Identification of typical risks and mitigation strategies.
- Rough Order of Magnitude (ROM): General pricing models.
- Contracting Approaches: Feedback on effective approaches and suitable contract vehicles.
- Demonstrated Capability & Past Performance: Summary of relevant experience, technical maturity, performance metrics, and deployment history.
- Reliability & Qualifications: Experience with secure/distributed data management, multi-caveat environments, and cybersecurity maturity.
- Risks, Dependencies, & Assumptions: Technical risks, GFI dependencies, and cybersecurity considerations.
- System-of-Interest (SoI) Isolation: Vendors must isolate and describe only components relevant to secure test data management.
