Sources Sought Notice

This notice is for market research purposes to determine if a small business set-aside is appropriate for the procurement of maintenance and support services for the Lynx security and duress notification system. The U.S. Government is seeking information on contractors capable of ensuring the system remains fully operational, reliable, and properly maintained.

Services include preventive maintenance and system support for all components of the Lynx system within a hospital environment. This encompasses monitoring cabinets, operator workstations, remote monitoring stations, and associated devices as defined in the draft Performance Work Statement (PWS).

• This is not a solicitation; it does not commit the Government to a contract.
• The anticipated NAICS code is 561621, Security Systems Services (except Locksmiths), with a size standard of $25 million.

Respondents must provide:

1. Firm details (name, POC, contact info, DUNS, CAGE, small business status/certifications, NAICS code).
2. Interest in competing as a prime contractor and any subcontracting/teaming plans.
3. Detailed previous experience on similar requirements (software-based security systems, duress notification platforms, emergency alert systems, IT-supported monitoring solutions), addressing size, scope, complexity, timeframe, customer type, and relevant certifications. Experience with remote technical support, software maintenance, system troubleshooting, update management, system monitoring components, workstation clients, alerting devices, and network-integrated applications is requested. Personnel qualifications and ability to meet medical facility access/security requirements should be outlined.
4. Information to determine commercial availability, including pricing, delivery schedules, terms, and warranties.
5. Identification of any Governmentwide contract vehicles (e.g., GSA FSS, MAS) under which services are offered.
6. Recommendations on structuring requirements to facilitate small business competition.
7. Identification of any conditions unnecessarily restricting competition.
8. Recommendations to improve the approach/specifications/draft PWS/PRS.

The Government is assessing if OEM-supported software, updates, and technical assistance for the Lynx system may require a sole source or brand name justification. Respondents should indicate if they are authorized to provide OEM-supported Lynx services or if alternative solutions exist.

• No quotes, bids, or proposals are being accepted at this time.
• No payment will be made for information submitted.
• Potential offerors are responsible for monitoring www.sam.gov for any future solicitations.

Performance Work Statement (PWS)

To provide annual support and maintenance for the Lynx security/mass duress notification system currently installed at William Beaumont Army Medical Center (WBAMC).

• Provide remote and telephonic support on an as-needed basis.

• Provide software updates as soon as they are available.

• Support includes access to the Lynx Technical Support Team, telephone support (7:00 am - 4:00 pm MST, Monday - Friday), emergency after-hours telephone support, product software updates, online support response, online training, and 200 Text SMS messages per month.

• Telephone Support Response: Voicemails returned within 15 minutes during normal business hours (0700-1600 MST, Mon-Fri, excluding Federal Holidays). Calls not answered within 3 rings will have voicemails returned within 15 minutes.

• Emergency Telephone Support Response: Within 1 hour, available 24/7 outside standard business hours.

• Email Support Response: Within 1 hour during normal business hours. Emails received outside of office hours will be answered the next business day.

• Software Updates: Monthly releases made available by the end of the calendar month.

• Period of Performance: One (1) base year of twelve (12) months from date of award, plus four (4) option year periods of 12 months each.

• Place of Performance: Remotely in service of William Beaumont Army Medical Center, Fort Bliss, TX.

• This is a non-personal services contract.

• Contractor must ensure personnel are trained, competent, and meet all applicable federal, state, local, and installation certification, licensing, and medical requirements.

• Contractor employees must be able to understand, read, write, and speak English fluently.

• Conflict of interest and employment of government personnel restrictions apply.

• Work shall not be performed on U.S. federally recognized holidays unless directed otherwise.
