This Request for Quote (RFQ) is for commercial items, specifically the installation and maintenance of a security monitoring system for the Museum of the Plains Indian (MPI) in Browning, Montana. The system will allow museum staff to monitor interior areas (galleries, exhibition areas, gift shop, entrance) and the exterior perimeter of the main museum building.

• Period of Performance: All work to be completed by September 30, 2026.

• Installation hours: Monday through Friday, 7:30 a.m. to 6:00 p.m.

• Place of Performance: Museum of the Plains Indian, 19 Museum Loop, Browning, Montana 59417.

• Submission Deadline: May 29, 2026, 5:00 p.m. Eastern Time.

• Submission Method: Email to Contracting Officer Megan Trostle (megan_trostle@ibc.doi.gov), with Contracting Specialist An Cohen (an_cohen@ibc.doi.gov) copied.

• Offer Validity: Prices to be held firm for 60 calendar days from the offer due date.

• Evaluation Factors: Technical Capability, Price, and Past Performance.

• Technical Capability: Quotations must meet specifications to be considered acceptable.

• Price: Evaluated comparatively.

• Past Performance: Evaluated based on recent and relevant projects, demonstrated ability to meet schedules, customer satisfaction, and responsiveness.

• This RFQ is set aside solely for small businesses.

• North American Industry Classification System (NAICS) code: 561621 – Security System Monitoring Services (Except Locksmiths).

• Attachments include: SOW, MPI Camera Maps (at time of Award), and SCA Verification.

• Offerors must complete and submit the SCA Verification form.

• Electronic invoicing via the Invoice Processing Platform (IPP) is required.

• Payment terms: 30 calendar days after receipt of proper invoice or final acceptance, whichever is later, via electronic funds transfer (EFT).

This document is the "Service Contract Labor Standards Verification Form." It requires contractors to verify compliance with FAR 52.222-41, "Service Contract Labor Standards." The form must be submitted with the contractor's quotation.

• Contractors must indicate whether the Service Contract Labor Standards apply to their proposed labor categories.
• Options include: Does Not Apply, Applies to some Labor Categories, or Applies to some Labor Categories with Additional Classification needed.
• Requires certification by an Authorized Contractor Representative, including Company Name, DUNS #, Full Name, Position Title, Phone, and Email.
• Footnotes provide specific guidance on including wage determination titles and submitting SF 1444 for additional classifications.

Bidders must complete and submit this form with their quotation to demonstrate compliance with labor standards regulations. Failure to do so may impact their proposal.

Statement of Work (SOW)

To add additional cameras to the existing security monitoring system at the Museum of the Plains Indian (MPI) in Browning, Montana, to monitor current blind areas in the interior and exterior of the museum.

• Provide and install fourteen (14) new security cameras.

• Select cameras that provide maximum area coverage, specifically Performance 2MP IP MFZ Mini Dome Camera or equivalent.

• Provide one (1) additional 24-port Network Video Recorder (NVR) compatible with the existing system.

• Provide all necessary miscellaneous wires, cabling, and related materials.

• Ensure all newly installed cameras and NVR equipment are fully compatible with and operate seamlessly alongside the existing MPI cameras and NVR.

• All cameras and components must be NDAA COMPLIANT.

• Cameras must have night-vision capability and be fixed-position (no PTZ).

• Cameras are to be placed in locations indicated on Attachment 2 (Map to be provided at award), with final approval from the onsite Curator.

• Cameras at entrances/exits must capture faces of individuals entering/exiting.

• Cabling may require exterior runs in conduit; existing cabling may be reused if in good condition. New wall penetrations require COR approval.

• A site visit is optional for potential vendors.

• Cameras must function with the existing camera system.

• System integration with existing NVR system.

• Verification of night-vision functionality.

• Optimization of camera placement for maximum area coverage.

• System functionality test demonstrating proper recording from all cameras.

• Period of Performance: All work to be completed by September 30, 2026. Installation work to be performed Monday through Friday, 7:30 a.m. to 6:00 p.m.

• One-year warranty covering all parts, labor, and installation.

• Technical troubleshooting assistance for system failure.

• Kick-off meeting within 10 working days of award.
