This is a combined synopsis/solicitation (RFQ) for a Firm-Fixed Price Purchase Order to upgrade the audiovisual and camera control system for the Northern California Area Office (NCAO) Security Control Center. The project involves integrating new displays, camera control hardware, and workstation mounts into the existing AMAG system.

• Displays: (10) 55" 4K commercial displays with specific technical requirements (VESA mount, 2 USB, 3 HDMI, audio line-out, IR input, RS-232, LED backlight, 350 cd/m², 4000:1 contrast, 8ms response time, 3840x2160 resolution, DICOM simulation, director mode, 178° viewing angle). Arranged in 3x2 and 2x2 wall-mounted configurations.

• Camera Control: (1) Hanwha Vision SPC-7000 keypad/joystick controller for PTZ and CompleteView cameras.

• Workstation Mounts: (3) Heavy Duty Under Desk PC tower mounts (44 lbs capacity, adjustable height/width/depth).

• Cabling & Hardware: All necessary cables and mounting hardware.

• Integration & Training: Full system integration, commissioning, and up to 8 hours of on-site training.

• Contract Type: Firm-Fixed Price Purchase Order.

• Period of Performance: 60 days after receipt of order (ARO).

• Delivery Location: US Bureau of Reclamation, Northern California Area Office, 16349 Shasta Dam Blvd, Shasta Lake, CA 96019.

• Quote Due Date: April 23, 2026, 12:00 PM PST.

• Submission Method: Email only to derek_celedon@ios.doi.gov.

• Evaluation: Award will be based on the Lowest Price Technically Acceptable (LPTA) source selection method.

• Quote Validity: 30 days from the quote due date.

• Questions Deadline: April 17, 2026, 12:00 PM PST via email to Derek Celedon.

• This acquisition is set-aside 100 percent for Small Business concerns only. Large businesses may not submit a quote.

• NAICS Code: 334110, Size Standard: 1,250 Employees.

• The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 (03/13/2026).

• Documents required for quote submission include: Completed pricing schedule, technical specifications, Buy American Certificate, and executed offeror representations and certifications (FAR 52.212-3).

This document is the Buy American Certificate, which is required if the clause FAR 52.225-1, Buy American-Supplies, is included in the solicitation. It requires offerors to certify the origin of end products and their components.

• Offeror Certification: Offerors must certify that each end product is a domestic end product and that domestic end products contain a critical component, unless listed otherwise.
• Foreign End Products: Offerors must list foreign end products, their country of origin, and indicate if they exceed 55% domestic content (unless they are COTS items). If the domestic content percentage is unknown, "no" should be selected.

• Definitions: Key terms such as "commercially available off-the-shelf (COTS) item," "critical component," "domestic end product," "end product," "foreign end product," and "United States" are defined in the "Buy American-Supplies" clause.

This certificate is crucial for bidders to complete accurately if the Buy American Act applies to this solicitation. Failure to provide correct information may impact the evaluation of offers. Bidders must understand the definitions and requirements for identifying domestic and foreign end products, including those with critical components, to ensure compliance.
