Security Destruction Center Preventative Maintenance

This solicitation is for preventative maintenance services for SEM Model 23/5 and Model 22 disintegrators, including associated systems (conveyor, Master Control Panel, Air evacuation system) at the Norfolk Naval Shipyard (NNSY) Destruction Center. The objective is to ensure the complete destruction of classified and controlled unclassified information.

• Provide a 12-month preventative maintenance plan, with three option years.

• Conduct four preventative maintenance (quarterly) service calls per disintegrator per year.

• Perform two emergency service calls per year as needed.

• Services include inspection and maintenance of knife sets, screens, drive belts, electrical systems, evacuation systems, hoppers, bag houses, and filter chambers.

• Provide replacement filter tubes on the first service of the base contract year and an additional set of knives for Model 23.

• Personnel must be experienced with SEM Model disintegrator destruction systems.

• Contract Type: Firm Fixed Price.

• Period of Performance: Base year plus three option years.

• Place of Performance: Norfolk Naval Shipyard, Portsmouth, VA.

• Offerors must submit quotes via email to devin.m.edwards4.civ@us.navy.mil.

• Quotes must include Technical Capability, Price Submission, and Acknowledgement of Amendments.

• Technical Capability requires proof/certification of compliance with requirements outlined in attachments.

• Price Submission requires a completed Standard Form (SF) 1449.

• Evaluation will be based on Technical Submission, Price, and Past Performance.

• Award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price and other factors.

• Quotes must be held firm for sixty (60) days.

• Questions regarding clarification must be submitted to Michelle Augustus by email by April 27, 2026.

• The acquisition is unrestricted.

• NAICS Code: 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance).

• Security Requirements: DBIDS card and NAVSEA Badging are required for access to NNSY. Portable Electronic Devices (PEDs) policies are detailed.

• Invoicing and payment will be processed through the Wide Area WorkFlow (WAWF) system.

• The solicitation incorporates FAR and DFARS clauses by reference and in full text, including those related to payment, contract administration, and essential contractor services.

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for a contractor to provide a preventative maintenance plan for SEM Model 23/5 and Model 22 disintegrators at the Norfolk Naval Shipyard (NNSY) Destruction Center.

• Provide a 12-month preventative maintenance plan, with three option years, for SEM Model 23/5 and Model 22 disintegrators, including associated systems (conveyor, Master Control Panel, Air evacuation system).

• Conduct a minimum of four quarterly preventative maintenance service calls per year for both disintegrators.

• Provide a minimum of two emergency service calls per year as needed.

• Tasks during service calls include: inspecting and servicing knife sets (sharpening, replacing, calibrating), verifying screen fit and NSA rated cut size, checking and adjusting drive belts, inspecting electrical systems, inspecting hoppers and bag houses, greasing rotor bearings, inspecting rotors, and comprehensive inspection of the waste evacuation system (checking for leaks, lubricating parts, replacing filters).

• Provide authorized SEM equipment service technicians with a minimum of three years of experience.

• Provide replacement filter tubes on the first service of the base contract year.

• Provide an additional set of knives for Model 23.

• Period of Performance: One Year from contract award, with three option years.

• Place of Performance/Delivery Location: Norfolk Naval Shipyard.

• Security Requirements: All contractors must obtain a Defense Biometric Identification System (DBIDS) card and NAVSEA Badging to access NNSY. Procedures for obtaining these are detailed.

• Portable Electronic Devices (PEDs): Policies regarding the use of PEDs within controlled areas are outlined, with specific restrictions for camera-enabled devices and unauthorized areas.

• Controlled Unclassified Information (CUI): Contractors must protect CUI per DODI 5200.48 and NIST SP-800-171. Prohibitions on transmission to personal email accounts and social media are stated. Approved destruction methods for CUI are listed.
