Statement of Work (SOW)

To procure and install security doors that meet current security requirements, ensuring the perimeter is fully compliant with applicable documents and meets necessary acoustic, fire-rated, and operational standards.

• Installation of specific door systems including:

  • Two (2) Acoustical Door Systems (Left and Right Hand entry).
  • Four (4) each 3'0 x 7'10" Right Hand Access (RHA) Solid Core Steel Stiffened Doors with Astragal for Front & Rear Entrance.
  • Two (2) each 3'0 x 7'10" RHA Solid Core Steel Stiffened Doors with Astragal.

• Materials must be new, standard industrial quality, solid-core high-security steel (no glass).

• Frames must be minimum 16-gauge pressed steel, welded, ground smoothly, and anchored to prevent forced entry.

• Locks must be GSA-approved, built-in three-position combination locks or high-security deadbolt/exit devices meeting FF-L-2740B standards.

• Sound attenuation seals and thresholds must meet acoustic requirements (STC rating).

• Installation must be in accordance with Original Equipment Manufacturer (OEM) specifications.

• Work must be performed in accordance with applicable Local, State, and Federal safety, electrical, and building codes.

• Work to be performed during normal working hours (0800-1500, Monday through Friday).

• Contractor shall protect Government property from damage.

• Contractor shall keep all supplies, equipment, and tools out of traffic lanes and secure them at the end of each work period.

• Work is unclassified, and installation is on unclassified spaces.

• Travel is required and shall be coordinated with the Technical Point of Contact (TPOC).

• Contractor personnel must wear personal protective equipment (PPE) per OSHA regulations and CDC guidelines.

• Contractor personnel require unescorted access to designated facilities after completing a local security briefing, initial site orientation, and any required facility-specific training.

• Contractor personnel must obtain and visibly wear photo identification/access badges.

• Strict adherence to facility security protocols, including screening procedures and OPSEC guidelines.

• Compliance with the NSWCDD DNA Workplace Violence Prevention Policy.

• Prohibited items include weapons, explosives, or illegal contraband.

• Failure to follow security protocols may result in revocation of access, removal from the facility, and potential contract termination.

Solicitation / RFP / RFQ

This solicitation is for the procurement of acoustical door systems and related services. The government is seeking to acquire specific types of doors, installation services, and travel to support the project.

• Acoustical Door Systems (various configurations including left-hand and right-hand entry, solid core steel stiffened doors with astragal).

• Installation fee for the door systems.

• Travel to Dam Neck, VA.

• All doors must comply with DFARS 252.211-7003, requiring DoD unique identification or a DoD recognized unique identification equivalent.

• Compliance with Cybersecurity Maturity Model Certification (CMMC) Level Requirements (NOV 2025) is mandatory for systems processing, storing, or transmitting Federal Contract Information (FCI) or Controlled Unclassified Information (CUI).

• System Security Plan (SSP) and Plans of Action and Milestones (POAM) are required within 30 days of contract award.

• Compliance with NIST SP 800-171 is required.

• Cyber incident reporting procedures must be followed.

• Pricing Arrangement: Firm Fixed Price for all items and services.

• Delivery Schedule: 30 Calendar Days from Date of Award Receipt.

• FOB: Contractor Destination.

• Offer Due Date/Local Time: 29 May 2026, 12:00 PM.

• Solicitation Issue Date: 22 May 2026.

• Method of Solicitation: Request for Proposal (RFP).
