Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal services to provide Security Management Program Mission Readiness to the Commander, Littoral Combat Ship Squadron One (COMLCSRON ONE) Department Staff. The goal is to enhance warfighting readiness and increase security proficiency for afloat and ashore personnel.

• Security Manager Support: Providing administrative support across various security disciplines to protect physical and information command assets.

• Littoral Combat Ship Squadron One Security Support: Providing administrative support across various security disciplines to protect physical and information assets for LCS Ships.

• Specific Tasks Include:

  • Program management for all contract work.
  • Coordination and integration of functional areas.
  • Reporting Small Business Goals.
  • Meeting Support (coordinating, scheduling, documenting minutes, preparing presentations).
  • Management Support (tracking instructions, data calls, requests for information).
  • Readiness Support (tracking and reporting LCS Ship Incident Reports).
  • Personnel Investigation Support (processing security investigation packages, fingerprinting).
  • Maintaining security files, conducting security briefings, and assisting with account creation.
  • Advising on personnel and information security matters.
  • Maintaining the command's security web page and shared drive.
  • Creating building access badges.
  • Preparing mail packages for shipping.
  • Processing supply requisitions and visitor logs.
  • Processing courier cards and subordinate command requests.

• Period of Performance: One base year with one option year.

• Places of Performance:

  • Commander, Littoral Combat Ship Squadron One, San Diego, CA.
  • Onboard various COMLCSRON ONE afloat platforms, Naval Base San Diego.

• Hours of Operation: Primarily Monday-Friday, 0700-1630 (Core Hours), with flexibility from 0500-1800 as needed. Contractor must maintain adequate workforce for uninterrupted performance.

• Contract Type: Firm Fixed Price.

• Security Requirements:

  • Highest classification level: SECRET.
  • Requires a SECRET facility clearance.
  • Personnel must meet specific security clearance requirements (e.g., Tier 3/Tier 3R or Tier 5/Tier 5R) and obtain a Common Access Card (CAC).
  • Compliance with Operations Security (OPSEC) requirements is mandatory.
  • Contractor personnel must be identified as contractor employees and not DoD employees.

• Quality Control: Contractor shall develop and maintain an effective quality control program.

• Quality Assurance: Government will evaluate performance per the Quality Assurance Surveillance Program (QASP).

• Transition Periods: A 30-day transition-in period is anticipated. A transition-out phase may be required if the contractor is not selected for follow-on work.

• Reporting: Monthly Status Reports, Plan of Actions and Milestones (POA&M), Meeting Minutes, Contract Completion Memo, and Generic 1921 Form are required.

• Government Furnished Items: Workspace, desk space, telephone, NMCI access, scanners, fax machines, printers, and sponsorship to required government websites. Government will provide SIPR and SCI assets if deemed necessary. Utilities will be available.

• Contractor Furnished Material: Company-issued computer, IA certification for personnel accessing Navy systems.

Sources Sought / Request for Information

This Sources Sought notice is issued by Fleet Logistics Center San Diego (FLCSD) to gather information from potential small business sources for Security Management Mission and Readiness Support Services. These services are required to enhance warfighting readiness, security proficiency, and strategic communications for Commander, Littoral Combat Ship Squadron One at Naval Base, San Diego, CA. The anticipated award is for a Firm Fixed Price (FFP) contract with a one (1) year base period and a one (1) year option.

• Provide Security Management Program Mission Readiness.

• Enhance warfighting readiness and security proficiency.

• Improve strategic communications for Littoral Combat Ship Squadron One (afloat and ashore).

• Support will be in accordance with the attached draft Performance Work Statement (PWS).

• This is for informational purposes to determine small business opportunities and gauge competitiveness.

• This is not a request for proposal; it is for informational purposes only.

• No funds are available to pay for response preparation.

• The primary North American Industry Classification System (NAICS) code is 541618, Other Management Consulting Services.

• Capability Statements must include: Company information, POC details, confirmation of small business status, prior/current corporate experience (similar size/scope within last 5 years with contract details), and technical approach to the PWS.
