Statement of Work (SOW) / Performance Work Statement (PWS)

To provide certified Security System Technicians for the installation, operation, troubleshooting, and maintenance of the existing access control, Closed-Circuit Television (CCTV), and alarm systems throughout various United States Army Medical Center of Excellence (MEDC0E) facilities.

• Provide one full-time onsite technician and one part-time technician for ongoing maintenance, upkeep, and support.

• Ensure all implemented physical security, force protection, and crime prevention measures are functional and operational with minimum downtime.

• Support existing and future CCTV, access control, and alarm systems.

• Provide after-hours support with a two-hour response time for emergency service requests, available 24/7.

• Maintain system drawings and provide testing schedules.

• Perform maintenance and upkeep for Uninterrupted Power Supplies (UPS) infrastructure.

• Ensure installed equipment is compatible with existing security system infrastructure.

• Perform updates of security system software and install government-procured cameras and access control devices.

• Perform manufacturer-recommended periodic services, inspections, and tests.

• Provide personnel for after-duty hours, weekend, and holiday repairs impacting Joint Base San Antonio - Fort Sam Houston Fire and Safety standards.

• Maintain 95% functionality of the MEDCOE security system infrastructure and all associated hardware and software.

• Emergency service requests require a response time of two hours.

• After-hours service exceeding 40 hours per week will be processed via another method.

• "Emergency requests" require response within two (2) hours and return to manufacturer's specification within 24 hours.

• "Non-emergency requests" require response within 24 hours and return to manufacturer's specification within 72 hours.

• Period of Performance: One (1) Base Year of 12 months and three (3) 12-month option years.

• Place of Performance: Joint Base San Antonio - Fort Sam Houston, TX and Camp Bullis, TX.

• Contractor personnel must have a minimum of two (2) years of experience with enterprise-level electronic security systems, including certifications for CCTV, OCULARIS, OPEN OPTIONS, DNA FUSION, and Hanwha Wisenet WAVE VMS.

• Knowledge of Cisco switches and Dell Video Servers is required.

• Contractor employees must complete AT Level I Training within 45 calendar days.

• Contractor employees requiring access to Government Information Systems must be registered in AVS and complete DoD Information Assurance Awareness training.

• Contractor employees must complete OPSEC Level I training within 30 calendar days of reporting for duty.

• Contractor personnel must have a professional appearance and comply with local policies concerning safety, security, etc.

• Contractor shall provide a Contract Manager and an alternate.

• Contractor employees must wear badges identifying them as contract employees.

• No security clearance is required, but a Position of Trust background investigation (SF85P) is mandatory for access to a US Government Local Area Network (LAN).

• Firm-fixed price (FFP) contract type.

• Contractor must develop and maintain a Quality Control Program (QCP).

This notice seeks industry capability information for providing mission-critical maintenance and support services for security systems at the Medical Center of Excellence (MEDCoE) in Fort Sam Houston, Texas.
