This solicitation is for Security, Surveillance, and Communication Systems Maintenance Services for the VA Pittsburgh Healthcare System (VAPHS). The contract will cover all labor, equipment, and travel required for troubleshooting and maintaining designated security, surveillance, and electronic systems at two campus locations in the Pittsburgh, PA area. Limited time may also be allocated to projects involving the installation of new and upgraded systems.

• Provide troubleshooting and maintenance services for security, surveillance, and electronic systems.

• Services include regular scheduled maintenance and emergency service calls.

• Specific systems covered include:

  • Avigilon Network Based CCTV System (quarterly maintenance, troubleshooting, general maintenance, riser assistance).
  • RS2 Access Control System (troubleshooting, integration support).
  • Emergency Call Stations (Stentofon, AiPhone, Code Blue).
  • AiPhone Intercom Systems.
  • Bogen Overhead Paging System (troubleshooting, repair, preventive maintenance, installation/replacement).

• Mandatory preventive maintenance tasks for various equipment (Workstations, Intrusion Detection System, HUB, Switch, Router, Microcontrollers, Power Supplies, Readers, Life Safety Systems, Door Hardware).

• Establish, maintain, and update documentation for all work performed.

• Track all work hours in a weekly service report.

• This solicitation will result in one Firm-Fixed Price (FFP) contract award.

• The contract period includes a base period and four option periods.

• PRINCIPAL NAICS CODE: 561621 - Security Systems Services (except Locksmiths).

• PRODUCT/SERVICE CODE: DJ01 - IT and Telecom - Security And Compliance Support Services (Labor).

• Questions are due by 3:00 PM EST, Thursday, June 25, 2026.

• Quotes are due by 3:00 PM EST, Monday, June 29, 2026.

• All questions and quotes shall be submitted via email only to April.Cotter@va.gov.

• Quotes will be evaluated based on Price and Technical Acceptability.

• Public Trust Background Investigation (BI) Security Clearance is required for contractor employees.

• Offerors must be registered in SAM and VetCert.

• This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside.

• Wage Determination 2015-4235 Rev 33 applies.

• Offerors must complete and return VAAR 852.219-75 with their submission.

Failure to provide the certification will result in the offer being deemed ineligible for evaluation and award.
