Scope of Work
The contractor will provide comprehensive maintenance services, including regular scheduled maintenance and emergency service calls. Specific systems to be maintained include:
- Avigilon Network Based CCTV System: Quarterly maintenance, troubleshooting, general maintenance, and riser assistance.
- RS2 Access Control System: Troubleshooting and integration support.
- Emergency Call Stations: Stentofon, AiPhone, and Code Blue systems.
- AiPhone Intercom Systems.
- Bogen Overhead Paging System: Troubleshooting, repair, preventive maintenance, and installation/replacement. Mandatory preventive maintenance tasks are required for various equipment such as Workstations, Intrusion Detection Systems, HUBs, Switches, Routers, Microcontrollers, Power Supplies, Readers, Life Safety Systems, and Door Hardware. The contractor must also establish, maintain, and update documentation for all work performed and track all work hours in weekly service reports. Limited time may also be allocated to projects involving the installation of new and upgraded systems.
Contract Details
This solicitation will result in one Firm-Fixed Price (FFP) contract award, consisting of a base period and four option periods. The PRINCIPAL NAICS CODE is 561621 - Security Systems Services (except Locksmiths), and the PRODUCT/SERVICE CODE is DJ01 - IT and Telecom - Security And Compliance Support Services (Labor). Wage Determination 2015-4235 Rev 33, applicable to specific Pennsylvania counties, applies to this contract, establishing minimum wage and fringe benefit rates.
Submission & Evaluation
Questions are due by June 25, 2026, at 3:00 PM EST. Quotes are due by June 29, 2026, at 3:00 PM EST. All questions and quotes must be submitted via email only to April.Cotter@va.gov. Quotes will be evaluated based on Price and Technical Acceptability. Contractor employees will require a Public Trust Background Investigation (BI) Security Clearance. Offerors must be registered in SAM and VetCert. A mandatory certification, VAAR 852.219-75, regarding subcontracting limitations, must be completed, signed, and returned with the proposal.
