The services are required for two locations: Walter Horning Seed Orchard near Colton, OR, and Travis Tyrrell Seed Orchard near Lorane, OR. Contractors can bid on services for one or both orchards. The objective is to provide clean seed for the Bureau of Land Management (BLM) and cooperative reforestation and restoration programs.

• Transporting cones from BLM facilities to the contractor's facility.

• Organizing bulk and clonal lots.

• Extracting, processing, cleaning, and packaging seed.

• Delivering seed to the Seed Orchards.

• Performing germination tests on each seed lot.

• Meeting specific purity (>=96%) and filled-seed (>=90%) standards.

• Managing seed moisture content within specified ranges for different species.

• Providing final x-rays for seed lots.

• Packaging 100-seed samples for germination testing.

• Handling cone bags (sorting, bundling, and returning).

• Complying with environmental regulations, hazardous material handling, and fire prevention requirements.

• Contract Type: Firm Fixed-Price Commercial Service Purchase Order.

• Period of Performance: September 1, 2026 – May 31, 2027.

• Estimated Start Work Date: September 15, 2026 for both orchards.

• This acquisition is set aside 100.00% for Small Business.

• Contractors must be licensed, bonded, and insured.

• Oregon Farm/Forest Labor Contractor's License may be required.
