Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for the installation of a solar-powered irrigation well at the Badger Hill seed orchard admin site on the Placerville Ranger District of El Dorado NF. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued.

• Installation of a solar-powered irrigation well.

• Contractor shall furnish a Certificate of Conformance (COC) in accordance with FAR clause 52.246-15, including traceability to the manufacturer and its COC, or its own certificate of conformance.

• Offerors must provide detailed explanations of their ability to perform the services, address any requirements in the PWS that cannot be accomplished, submit resumes for key personnel (Project Manager), and include signed contingent letters or a staffing plan.

• Contract Type: Anticipated firm fixed price.

• Period of Performance: 06/01/2026 to 11/30/2026.

• Delivery: By 11/30/2026. Early deliveries are accepted.

• Quotations are due by 05/23/2026 at 17:00 ET.

• Offers will be evaluated based on lowest price technically acceptable criteria.

• Price will be evaluated for the base period and all option periods, including a potential six-month extension.

• Technical Acceptability will be rated as "acceptable" or "unacceptable."

• Past Performance will be evaluated as "Acceptable," "Neutral," or "Unacceptable."

• Award will be made to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

• This acquisition is set-aside for small business concerns.

Statement of Work (SOW)

This Statement of Work outlines the requirements for installing a solar-powered irrigation well at the Badger Hill seed orchard, located on the Placerville Ranger District of El Dorado National Forest. The primary goal is to establish a reliable irrigation system to support the thousands of trees at the orchard, which are currently suffering from drought-related issues.

• Drill a 500-foot well.

• Install solar panels and a solar-powered pump within the well.

• Trench and lay a water line to fill a government-supplied storage tank.

• Obtain the necessary well drilling permit from El Dorado County.

• Use industry-standard methods and supplies for well installation, including 4" steel casing, 4” PVC perforated casing, grout pumper, solar panels, solar DC disconnect, 20' solar wire extension, 4" solar 26 GPM pump, solar pump controller, well wire, well seal, pressure release valve, check valve, poly pipe, conduit, and associated fittings.

• The contractor may cease drilling if sufficient water is found before reaching the 500-foot depth, subject to Government confirmation.

• Daily verbal updates on progress are required, with email updates also acceptable.

• The work will be performed at the Badger Hill seed orchard admin site on the Placerville Ranger District of El Dorado National Forest.

• Only key contractor personnel are permitted to perform the services.

• The contractor will secure the drilling area by keeping the gate to the fence locked during drilling operations.
