  • Factor 3: Price (Fair, reasonable, and balanced)

• All non-priced factors (Technical and Past Performance) will be evaluated on an "Acceptable" or "Unacceptable" basis. An "Acceptable" rating is required for all non-price factors to be considered for award. Offerors with "Acceptable" ratings on both technical and past performance will then be evaluated on price.

Statement of Work (SOW)

To provide the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) National Center for Explosives Training and Research (NCETR) with data regarding airblast and vibration generated by NCETR explosives range operations. This data will serve as a record and assist in identifying environmental controls to minimize noise and vibration levels.

• Provide three (3) portable seismograph systems with standard accessories.

• Install one seismograph system on each of the three ATF NCETR explosive range facilities located on Redstone Arsenal, Huntsville, AL.

• Subscribe to a seismograph monitoring service that allows ATF designated users to access data at any time and notifies them of events exceeding pre-arranged limits for airblast and vibration.

• Provide technical assistance for hardware, software, and data interpretation.

• Provide annual calibration services for the seismograph systems.

• Seismograph systems must meet ISEE seismograph standards for 2031.

• Systems must be capable of remote reporting to a monitoring service and the user.

• Data access must be available 24 hours a day, 7 days a week.

• Data must provide a record of range events with vibration, velocity, and air-overpressure.

• Data must be exportable to Microsoft Excel and/or PDF.

• Period of Performance: One-year base period (August 1, 2026 – July 31, 2027) with four one-year option periods, totaling up to 60 months.

• Place of Performance: ATF's Capano Range, McKinley Range, and Corkern Range located at Redstone Arsenal, Huntsville, AL.

• Seismograph systems must include a microphone rated to 148 dB and a triaxial geophone.

• Systems require a security enclosure with a solar panel for power, a voltage regulator, and a cellular modem with required cables and antenna.

• Contractor must provide sufficiently educated/trained staff.

• No background investigations are required for contractor personnel, but police records checks are necessary for access to Redstone Arsenal and ATF NCETR facilities.
