This document, "Attachment B - DOJ 05 Security of Department Information and Systems (APR 2026)", outlines the security requirements for contractors and subcontractors handling Department of Justice (DOJ) information. It details the applicability of these requirements, defines key terms related to information security, and specifies compliance obligations for contractors.

• Applicability: Extends to all contractors and subcontractors, including cloud service providers, who access, collect, store, process, maintain, use, share, retrieve, disseminate, transmit, or dispose of DOJ Information.
• Definitions: Provides definitions for terms such as Authorization to Operate (ATO), Cloud Computing, Covered Contract, Covered Information System, Data, DOJ Information, Information System, Personally Identifiable Information (PII), and Security Breach.
• Confidentiality and Non-Disclosure: Stipulates that contract deliverables and associated working papers are U.S. Government property with unlimited data rights. Contractors must not disclose DOJ Information to third parties without permission and are responsible for its protection.
• Information Technology Security Policies: Requires compliance with various federal laws, NIST publications, and DOJ IT security standards, including FISMA, Privacy Act, and FedRAMP.
• Specific Requirements: Details numerous security measures, including limiting access, providing security awareness training, maintaining audit records, continuous monitoring, establishing baseline configurations, implementing incident handling capabilities, and protecting media containing DOJ Information.
• Cloud Computing: Outlines conditions for using Cloud Service Providers (CSPs), including FedRAMP authorization or COR approval, and ensuring DOJ access to data.
• Cybersecurity Supply Chain Risk Management (C-SCRM): Mandates C-SCRM reviews for certain acquisitions.
• Security Incident Reporting: Establishes procedures for reporting confirmed and potential security incidents, including immediate notification requirements and investigation protocols.

This document is critical for any bidder whose proposed work involves handling DOJ information, systems, or data. It clearly defines the extensive security obligations, compliance requirements, and reporting procedures that must be adhered to throughout the contract lifecycle. Bidders must understand these requirements to accurately assess their capability to meet them and to factor associated costs and efforts into their proposals.

Statement of Work (SOW)

To provide the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) National Center for Explosives Training and Research (NCETR) with data regarding airblast and vibration generated by NCETR explosives range operations. The data will serve as a record and aid in identifying environmental controls to minimize noise and vibration levels.

• Lease three portable seismograph systems with accessories for installation at ATF NCETR explosive range facilities on Redstone Arsenal.

• Subscribe to a seismograph monitoring service.

• Provide technical assistance for hardware, software, and data interpretation.

• Provide annual calibration services for the seismograph units.

• Seismographs must meet ISEE seismograph standards for 2026-2031.

• Monitoring service must allow remote access to data and provide email notification of alerts for events exceeding pre-arranged limits for airblast and vibration.

• Data access must be available 24/7 and include records of vibration, velocity, and air-overpressure, exportable to Microsoft Excel and/or PDF.

• Period of Performance: One-year base period (August 1, 2026 – July 31, 2027) with four one-year option periods, totaling up to 60 months.

• Place of Performance: ATF's Capano Range, McKinley Range, and Corkern Range located at Redstone Arsenal, Huntsville, AL.

• Seismograph systems require microphones rated to 148 dB, triaxial geophones, security enclosures with solar panels, voltage regulators, and cellular modems.

• Contractor must provide replacement "loaner" units during calibration if requested.

• No background investigations are required, but representatives visiting the NCETR facility will be subject to police records checks for access to Redstone Arsenal and ATF NCETR facilities.
