Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Naval Research Laboratory (NRL) is soliciting proposals for a commercial Selective Laser Sintering (SLS) Three-Dimensional Additive Manufacturing Machine. This combined synopsis/solicitation seeks to procure, deliver, and install an SLS 3D printer for the Laboratory for Autonomous Systems Research (LASR) Facility in Washington, D.C. The machine will be used for fabricating parts from 3D CAD/CAE software.
Scope of Work & Key Requirements
The requirement includes the procurement, installation, and full commissioning of the SLS 3D printer at the NRL LASR Facility (B271, Room 131, Washington, D.C.). Key deliverables also include comprehensive training for at least four individuals (3-5 days), a minimum 1-year factory warranty, and a full suite of operational and maintenance documentation (System Operations, Processing Software, Slicing Software, Spare Parts, Material Compatibility, Maintenance, Troubleshooting Manuals). Delivery and installation must occur within 60 calendar days of contract award.
Key Technical Specifications
The system must feature a CO2 laser (minimum 70W, 10.6 µm wavelength) and a build platform of at least 340 mm x 340 mm x 620 mm. It requires specific part resolution accuracy (X/Y Plane: 0.05-0.08 mm nominal; Z Plane: 0.06-0.10 mm nominal) and dimensional accuracy (X: ±0.009 mm; Y: ±0.020 mm; Z: ±0.050 mm). A minimum scan speed of 3.0 m/s and selectable build material layer thickness (minimum 100 µm) are mandatory. The machine must be compatible with 100% polyamide materials and polyamide-based composites. Process and slicing software must offer customizable parameters, real-time monitoring, error detection, and comprehensive quality reporting. Pre- and post-build equipment for material preparation, powder recovery, part breakout, and bead-blasting cleaning are also required.
Contract Details
This is a Firm Fixed-Price (FFP) contract. There is no specific set-aside designated for this opportunity. The NAICS code is 333248 with a size standard of 750 employees.
Submission & Evaluation
Proposals must be submitted electronically via email to the Point of Contact. Submissions must include a quote, product literature, and a detailed breakdown of costs for equipment, installation, training, testing, and warranty. Offerors providing products from another manufacturer must include a Letter of Authorization. All offerors must be registered in the System for Award Management (SAM). Evaluation will be based on a Price/Technical Tradeoff analysis, with Technical Capability being the most important factor (assessed against Attachment 1 specifications), followed by Past Performance (using SPRS data), and Price Reasonableness. Award will be made to the responsible offeror whose proposal is most advantageous to the Government.
Important Dates & Contacts
Proposals are due by July 8, 2026, at 8:00 PM ET. Questions must be submitted no later than June 11, 2026. Primary Contact: Tamara Jenkins (tamara.jenkins@nrl.navy.mil, 202-923-1516). Secondary Contact: Jamie Dixon (jamie.l.dixon8.civ@us.navy.mil, 202-923-1466).
