This amendment modifies solicitation SP4510-26-Q-1016, originally dated 4/15/2026.

• The purpose of this amendment is to make changes to the scope of work, as detailed in Attachment 1.

• Specifically, the requirement for CLIN 0004 has been updated from "Plastic/Composite Lid" to "Lid – Steel or Polymer".

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the purchase and delivery of self-dumping hoppers for DLA Disposition Services Europe. The primary mission of DLA DS is to provide services that create a safe and amenable workspace by disposing of excess and surplus Department of Defense (DoD) personal property.

This requirement is for new equipment only, with no remanufactured or "gray market" items. The specific items to be procured are:

• CLIN 0001: Twenty-two (22) 1 Cubic Yard Self-Dumping Hoppers without lids.
• CLIN 0002: Ten (10) 2 Cubic Yard Self-Dumping Hoppers with lids.
• CLIN 0003: Sixteen (16) 4 Cubic Yard Self-Dumping Hoppers without lids.
• CLIN 0004: Four (4) 4 Cubic Yard Self-Dumping Hoppers with lids.

Each CLIN specifies the quantity and salient characteristics of the hoppers, including material capacity, transportability by forklift, dump release mechanism, self-dumping angle, pouring lip, locking and safety mechanisms, construction (steel or plastic/composite for lids), drain holes, and maximum weight capacity.

Deliveries will be made to various DLA DS locations in Germany, Italy, and Turkey. Delivery is to be performed during normal government working days (Monday-Friday), excluding federal holidays. Specific delivery addresses and points of contact are provided for each location.

• Manuals: One (1) digital and one (1) hard copy Operators Manual Guide, and Maintenance and Service Manual are required for each type of Hopper delivered.
• Delivery & Warranty: Contractors must complete and sign the DD250, Material Inspection and Receiving Report, and submit it via Wide Area Workflow (WAWF). The manufacturer's standard equipment warranty is required, beginning upon delivery and acceptance.
• Base Access: Contractors must coordinate installation access and comply with all security policies and regulations.
• Spill Responsibility: The Contractor is solely responsible for any spills or leaks during the contract performance and must clean them up according to applicable regulations at no cost to the USG. Spills must be reported immediately and followed up with a written report.
• Invoicing: Invoices must be submitted through the WAWF system.

This contract is a Firm-Fixed Price (FFP) for a one-time purchase. Contractors shall include all packing/shipping charges in their pricing.

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the purchase and delivery of self-dumping hoppers for DLA Disposition Services Europe. The primary mission of DLA DS is to provide services that create a safe, comfortable, and amenable workspace for tenants at field sites, including the disposal of excess and surplus Department of Defense (DoD) personal property.

This requirement is for the purchase and delivery of twenty-two 1-cubic yard self-dumping hoppers without lids, ten (10) 2-cubic yard self-dumping hoppers with lids, and twenty-four 4-cubic yard self-dumping hoppers (sixteen without lids and four with lids).

• CLIN 0001 (1 Cubic Yard Hopper without Lid): 22 units. Must hold 1 cubic yard, be forklift transportable (4" W x 1.5" T x 48" L), have an easy dump release, 90-degree dumping angle, smooth pouring lip, locking mechanism, safety mechanism, heavy-duty steel construction, drain holes, and a 6,000 LB capacity.
• CLIN 0002 (2 Cubic Yard Hopper with Lid): 10 units. Must hold 2 cubic yards, be forklift transportable, have an easy dump release, 90-degree dumping angle, smooth pouring lip, locking mechanism, safety mechanism, plastic/composite lid, heavy-duty steel construction, drain holes, and a 6,000 LB capacity.
• CLIN 0003 (4 Cubic Yard Hopper without Lid): 16 units. Must hold 4 cubic yards, be forklift transportable, have an easy dump release, 90-degree dumping angle, smooth pouring lip, locking mechanism, safety mechanism, heavy-duty steel construction, drain holes, and a 6,000 LB capacity.
• CLIN 0004 (4 Cubic Yard Hopper with Lid): 4 units. Must hold 4 cubic yards, be forklift transportable, have an easy dump release, 90-degree dumping angle, smooth pouring lip, locking mechanism, safety mechanism, plastic/composite lid, heavy-duty steel construction, drain holes, and a 6,000 LB capacity.

• Base Access: Contractor must coordinate installation access and comply with all security policies and regulations.
• Spill Responsibility: Contractor is solely responsible for all spills or leaks during performance, including clean-up at no cost to the USG. Spills must be reported immediately and followed up with a written report.
• Invoicing: Invoices must be submitted through the WAWF system.

This is a Firm-Fixed Price (FFP), one-time purchase contract. Contractors shall price items to include any packing/shipping charges.

This Statement of Work (SOW) outlines the requirements for the purchase and delivery of self-dumping hoppers for DLA Disposition Services (DLA DS) field sites worldwide. DLA DS's mission is to provide services that create a safe, comfortable, and amenable workspace, including the disposal of excess and surplus Department of Defense (DoD) personal property.

This is a Firm-Fixed Price (FFP), one-time purchase contract for new equipment only. The contract includes four CLINs for different types and quantities of self-dumping hoppers:

• CLIN 0001: 22 units of 1 Cubic Yard Self-Dumping Hoppers without lids.
• CLIN 0002: 10 units of 2 Cubic Yard Self-Dumping Hoppers with lids.
• CLIN 0003: 16 units of 4 Cubic Yard Self-Dumping Hoppers without lids.
• CLIN 0004: 4 units of 4 Cubic Yard Self-Dumping Hoppers with lids.

Specific delivery locations for these hoppers include Kaiserslautern, Kaiserslautern CDD, Aviano, Grafenwoehr, Incirlik, and Sigonella.

• Hopper Specifications: Each hopper type has specific salient characteristics, including material capacity, transportability by forklift (standard size: 4” Wide x 1.5” Thick x 48” Long), easy dump release, 90-degree self-dumping angle, smooth pouring lip, locking mechanism for upright stability, safety mechanism for forklift security, heavy-duty steel construction, and watertight interior. The 2-cubic yard hoppers require a steel trifold lid.

• Weight Capacity: All hoppers must have a 6,000 LB maximum weight capacity.

• Manuals: One (1) digital and one (1) hard copy of Operators Manual Guide, and Maintenance and Service Manual are required for each type of Hopper delivered.

• Warranty: Hoppers must include the manufacturer's standard equipment warranty, commencing upon delivery and acceptance.

• Delivery: Deliveries are to be performed during normal government working days (Monday through Friday), excluding federal holidays. Specific delivery addresses are detailed in Section 10.

• Contract Type: Firm-Fixed Price (FFP), one-time purchase.

• Base Access: Contractors must coordinate installation access and comply with all policies and regulations regarding security considerations for employees.

• Spill Responsibility: Contractors are solely responsible for any spills or leaks during performance, including clean-up at their own expense, in compliance with applicable laws and regulations. Spills must be reported immediately to the POC and Contracting Officer (KO).

• Invoicing: Invoicing must be submitted through the Department of Defense Wide Area Workflow (WAWF) system, in accordance with DFARS 252.232-7003.

• Notification: Contractors must notify designated points of contact at least 14-business days prior to delivery to ensure site readiness.

Form / Attachment / Pricing Sheet

This document is a price schedule for self-dumping hoppers, intended for bidders to provide their pricing for the specified items.

• CLIN 0001: 1 Cubic yard Self Dumping Hopper without Lid (Quantity: 22)
• CLIN 0002: 2 Cubic yard Self Dumping Hopper with Lid (Quantity: 10)
• CLIN 0003: 4 Cubic yard Self Dumping Hopper without Lid (Quantity: 16)
• CLIN 0004: 4 Cubic yard Self Dumping Hopper with Lid (Quantity: 4)
• All items have a Unit Price and Extended Price listed as $0.0, indicating that pricing is to be filled in by the bidder.

Bidders must use this schedule to enter their proposed unit prices and extended prices for each CLIN. This information will be critical for proposal evaluation and contract award.
