• The Contracting/Agreements Officer is not obligated to extend a request for Commercial Solution Proposal (CSP) or make an award.

• Awards/agreements are subject to the availability of funds and successful negotiations.

• The authority for this CSO Aol is derived from SPHS CSO W912CH-25-S-C002, dated 13 August 2025, under Section 803 of the National Defense Authorization Act for FY2022.

• A written solution brief must be submitted via e-mail by 5:00 P.M. (EST) on 16 March 2026.

• The subject line for the e-mail submission must be "M109A7 Paladin Breech Mechanism".

• Solution briefs received after the specified due date and time will be discarded and not evaluated.

• The Aol open period closes at 5:00 P.M. (EST) on 16 March 2026.

• Access to Controlled Unclassified Information (CUI) and Export-Controlled attachments requires specific registrations (SAM.gov, Joint Certification Program (JCP) with an active DD Form 2345).

• The CSO is open to commercially available technologies, including those fueled by commercial or strategic investment, concept demonstrations, pilots, and agile development activities.

• Proposals should represent an application of innovative commercial products, technologies, or services, or adaptations of existing commercial products.

• Submissions must be Unclassified.

• Awards will be fixed-price contracts or agreements, potentially using FAR Part 12 (Commercial Procedures), non-FAR agreements (e.g., transaction agreements under 10 U.S.C 4022), or Cooperative Agreements (31 U.S.C. 6305).

• Period of performance for solution briefs or CSPs should generally not exceed 12 months, unless otherwise specified in an Area of Interest (Aol).

• The process involves multiple phases: Phase 1 (Solution Brief), Phase 2 (Presentation, if applicable), and Phase 3 (Request for Commercial Solution Proposal - CSP).

• Companies may submit multiple solution briefs for a single Aol if they represent distinct concepts.

• Solution briefs are limited to five pages (or fifteen slides) and must include company information, an executive summary, technology concept, and a Rough Order of Magnitude (ROM) price.

• Evaluation criteria for solution briefs include responsiveness, technical merit, and funding availability.

• Companies may be invited to Phase 2 (Presentation) or directly to Phase 3 (CSP) based on Phase 1 evaluation.

• Phase 3 CSPs will be evaluated on technical merit, risk, and price.

• Key deadlines and milestones will be specified within individual Areas of Interest (Aols).

• The solicitation is open to "Nontraditional Defense Contractors" and "Small Business Concerns."

• Foreign-Owned businesses may submit independently or as part of a teaming arrangement with U.S.-owned businesses.
