Key Requirements & Instructions

• Mandatory IRPOD Review: A Material IRPOD (Individual Repair Part Ordering Data) is available at the BPMI site, and vendor review is mandatory.
• Technical Documents Access: Technical documents (IRPOD, drawings, technical data, STRs, military specifications, CIDs) are available at https://logistics.unnpp.gov/ecommerce. Pre-registration and a password are required; contact the BPMI website administrator for instructions.
• Order of Precedence: In the event of inconsistencies, amendments to the purchase order/contract take precedence, followed by the schedule of supplies, terms and conditions, IRPOD/Master Procurement Specification, STRs, drawings, and specifications.
• Document Revisions: Contractors must comply with specified revisions of documents. Written approval from the Contracting Officer is required for using other revisions.
• Waivers/Deviations: Requests for delivery date extensions or waivers/deviations must include justification, explanation of cause, and an evaluation demonstrating no impact on quality, form, fit, or function.
• Mercury Exclusion: Mercury or mercury-containing compounds shall not be intentionally added to or come in direct contact with hardware or supplies.
• Quality Assurance: Requirements are detailed in the IRPOD. Contractors must provide and maintain an inspection system acceptable to the Government.
• Packaging: MIL-PRF-23199 and MIL-STD 2073 packaging apply, with specific clarifications regarding MIL-DTL-24466 green poly bags for cleanliness control requirements. Fire retardant packaging is no longer required.
• Deliverables:
  • A Certificate of Compliance (DI-MISC-81356) is required at the time of material delivery.
  • A package of applicable procedure, drawing, and pre-manufacturing submittals (IAW DI-QCIC-8871) must be submitted for approval within 45 days after contract award.
• Pricing Validity: Quotes are valid for 60 days after the closing date unless otherwise specified.
